Tuesday, March 10, 2026 at 5:30 pm
1. Call to Order
Minutes:
Mayor Byrd called the meeting to order at 5:30pm.
Members Present: Mayor Byrd, Jim Crawford, Tom Boan, Cherryl Melton, Jerry Tucker,
Amy Gavin and Harvey Johnson Others Present: Brian Rogers (Interim Town Manager),
Patti Norris (Clerk/Treasurer), Madison Scott (HR Director), Delphenia Rollins, Jenny
Mclaughlin, Dr. Samuel Richardson, Captain James Henderson, Steven Snyder, Mary
Gillespie, Helen Palmer, Melinda Boan, Bennie Miles (The Link), Sandi Thompson, Brian
Morgan, Melvin Wilkerson and Karen Wilkerson.
2. Invocation Given by Rev. Dr. Samuel Richardson.

3. Pledge to Flag.
4. Approval of Minutes of February 2026 Council Meeting.
Minutes:
Councilwoman Melton made a motion to approve the February minutes. Councilman
Boan seconded the motion and the motion passed unanimously.
5. February 2026 Financial Report.
Minutes:
Councilwoman Melton made a motion to approve the financial report. Councilman
Tucker seconded the motion, and the motion passed unanimously.
6. Citizen Comments.
Minutes:
Ricky Bridges came forward and stated he was here to honor three very special people
in his life. His father Charlie, his Uncle George and his aunt. These three people worked
for the Town and served the citizens of Cheraw. They were hardworking people who
loved their community and gave their energy and time to make Cheraw a better place. I
am proud of these people and their work and dedication and would love to see their
names remembered and celebrated so others will know the contribution they made. I
hope the Town might consider honoring them in some way.
JT Flemming came forward to say thank you on behalf of the Foundry Hill Cemetery
committee for coming out to help cleanup the cemetery. We are having a small clean
up this Saturday morning from 9-12.
Mayor Byrd wanted to bring up the letter that was read last month from Mr. Baab
thanking the town for all their hard work.
Brian Church came forward to thank the council for the presence of police patrolling
Chesterfield Hwy during school hours both in the morning and the afternoon. There is
always opportunity but things are getting better. I would also like to thank y'all and
whoever was responsible in the economic development department as there is two
reasons why I will not have to go to Rockingham anymore, Tractor Supply and Harbor
Freight. This shows growth and given the opportunity, as the town grows better
opportunities will start knocking on the door.
Sandy Thompson came forward and introduced herself as a new citizen who just
located to Cheraw. This is her first council meeting and is hoping to be an active
participant and good steward of Cheraw.
For Council Action
7. Second Reading of Ordinance:
a. Ordinance 2026-07 - An Ordinance Amending Section 13-1 - Consumption of
Beer, Wine, and Alcohol Restricted, Subsection C in the Cheraw Town Code
of Ordinances to Permit the Consumption of Alcohol in Certain Spaces in a
Defined Entertainment District During Special Events.
Minutes:
Brian states this is the ordinance that creates an entertainment district where
beer or wine may be consumed outdoors within the specified boundaries set
forth by the town manager. Councilman Tucker asked if this was a year-round
thing or just specific events. Brian stated it will be year-round for special events
approved by council and the town manager.
Councilwoman Gavin made a motion to approve the ordinance. Councilwoman
Melton seconded the motion and the motion passed unanimously.
b. Ordinance 2026-08 - An Ordinance to Dismantle Cheraw's Park's and
Grounds Department.
Minutes:
Brian states this ordinance is dissolving Parks and Ground Dept to establish a
combined department with recreation.
Councilman Crawford made a motion to approve the ordinance. Councilwoman
Gavin seconded the motion and the motion passed unanimously.
c. Ordinance 2026-09 - An Ordinance to Dismantle Cheraw's Recreation
Department.
Minutes:
Brian states this is the second half of the previous ordinance to dismantle the
recreation department to create a combined department with Parks and
Ground.
Councilman Tucker made a motion to approve the ordinance. Councilwoman
Melton seconded the motion and the motion passed unanimously.
d. Ordinance 2026-10 - An Ordinance to Combine Cheraw's Parks and Grounds
Department and Recreation Department into the Cheraw Park's and
Recreation Department.
Minutes:
Brian states that under this ordinance the current responsibilities of the Parks
and Grounds Department along with the Recreation department will be
integrated into the newly created Cheraw Parks and Recreation Department.
This restructure will allow the town to manage park facilities, maintenance and
recreational programming together to improve efficiency and services for the
residents of Cheraw.
Councilwoman Melton made a motion to approve the ordinance.
Councilwoman Gavin seconded the motion and the motion passed
unanimously.
8. Resolution:
a. Resolution 2026-12: A Resolution Declaring April to be Fair Housing Month in
the Town of Cheraw
Minutes:
Brian states this resolution recognizes the month of April as fair housing month
for Cheraw. The purpose of this resolution is to affirm our commitment to the
principles of fair housing and equal opportunity for all residents.
Councilwoman Melton made a motion to approve the resolution.
Councilwoman Gavin seconded the motion and the motion passed
unanimously.

Minutes:
Councilman Boan made a motion to enter into executive session.
Councilwoman Gavin seconded the motion and the motion passed
unanimously. Entered into executive session at 5:44pm.
Councilman Crawford made a motion to exit executive session. Councilwoman
Melton seconded the motion and the motion passed unanimously. Exited
executive session at 6:44pm, no action taken.
11. Adjournment.
Minutes:
Councilwoman Melton made a motion to adjourn. Councilwoman Gavin seconded the
motion and the motion passed unanimously.
Meeting adjourned at 6:44pm.
Rules for Citizen Comments
The citizen comment period is designed and intended to allow members of the public to provide
information directly to the Town Council. Other than asking a question to clarify a statement council
members will refrain from entering into a dialogue with the speaker. This time on the agenda is not
intended to be a discussion between Town Council and the speaker and should not be intended for that
purpose. Persons wishing to make comments during this time will need to observe the following:
1. Person should approach the podium and state their full name and address before addressing
the Town Council.
2. All speakers must conduct themselves in a professional manner.
3. All speakers will be limited to three minutes to speak. This time allotment may not be
transferred to anyone else. The Town’s Clerk/Treasurer will notify the speaker if they exceed
their three minutes to talk.
4. Speakers will refrain from using: profanity; language likely to incite violence or outbursts from
the audience; language that is disruptive to the orderly process of the meeting; engaging in
conversations with individual council members; making comments of a personal nature
regarding others; shouting, yelling, or screaming.
5. Speakers should understand that the Town Council cannot deliberate on any questions
presented by the speaker if the question or topic is not posted on the agenda.
Freedom of Information Act
In compliance with the South Carolina Freedom of Information Act written notice of this agenda was
delivered to the local media by email at least 24 hours in advance of the meeting time, duly posted at
Town Hall located at 200 Market Street, and made available on www.cheraw.com.
