MINUTES CITY OF CHEROKEE VILLAGE, ARKANSAS REGULAR CITY COUNCIL MEETING 6: 30 P. M., THURSDAY, JANUARY 16, 2020 CHEROKEE VILLAGE CITY HALL meetings are video recorded) Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Les Covington, Chuck Kristopeit, Pamela Rowland, Thomas Rupard, Steve Thompson, David Woods, Mayor Stokes and City Attorney Jon Abele. Absent: Rob Smith APPROVAL OF THE AGENDA: Council Member Covington moved to approve the agenda, second by Council Member Woods and passed unanimously. PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person) APPROVAL OF THE MINUTES ( December 17, 2019 & December 19, 2019): Council Member Rowland moved to approve the both council minutes, second by Council Member Covington and passed unanimously. CORRESPONDENCE: Clerk Deb Weichinger read Council Member David Woods resignation from Position 1 of Ward 2. ( Copy on file) FINANCIAL REPORT: Council Member Woods moved to approve the December 2019 financials to be filed for audit, second by Council Member Kristopeit. Roll call vote passed unanimously. REAFFIRMATION OF COUNCIL PROCEDURES — Mayor Stokes asked for a motion to approve the combination of the first five resolutions of 2015 for operational procedures in 2020 including, RESOLUTION 2015 - 1, A RESOLUTION TO SET CITY COUNCIL MEETING DATES AND TIME OF MEETING, RESOLUTION 2015 - 2, A RESOLUTION ADOPTING CITY COUNCIL PROCEDURES FOR THE CITYOF CHEROKEE VILLAGE, RESOLUTION 2015 - 3, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHEROKEE VILLAGE ESTABLISHING GUIDELINES FOR APPOINTMENTS TO COMMISSIONS AND COMMITTEES AUTHORIZED BY THE CITY COUNCIL, RESOLUTION 2015 -4 CITIZEN PARTICIPATION AT CITY OF CHEROKEE VILLAGE PUBLIC MEETINGS, and RESOLUTION 2015 5, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHEROKEE VILLAGE TO RESTRICT THE INTRODUCTION OF LEGISLATION FOR A PERIOD OF ONE HUNDRED EIGHTY DAYS AFTER SUCH LEGISLATION HAS BEEN ENACTED BY THE CITY COUNCIL. Council Member Thompson made a motion to reaffirm the combined resolutions for 2020 operations, seconded by Council Member Covington. Roll call vote passed unanimously. 2. ELECTION OF MAYOR PRO -TEM — Mayor Stokes opened the floor for nominations. Council Member Covington nominated Council Member Kristopeit, second by Council Member Thompson. Roll call vote; Council Member Kristopeit abstained, all others voted aye, passed unanimously. Council Member Kristopeit was chosen as 2020 Mayor Pro -tem. NEW BUSINESS: 1. Resolution No. 2020 -01: A Resolution to Declare Surplus Property and to Remove from City of Cherokee Village Property Asset List: Inoperable surplus with no resale value to be removed from the city property asset list: ( 13) Survivair Panther SCBA units and ( 1) Survivair XL30 SCBA unit. Motion was made by Council Member Rowland, second by Council Member Woods to approve Resolution No 2020 -01. Roll call vote passed unanimously. 2. Resolution No. 2020 -02: A Resolution Supporting House Joint Resolution 1018 of 2019, Proposing an Amendment to the Arkansas Constitution to Continue a Levy of One -Half Percent Sales and Use Tax for State Highways and Bridges; County Roads, Bridges, and Other Surface Transportation; and City Streets, Bridges, and Other Surface Transportation After the Retirement of the Bonds Authorized in Arkansas Constitution, Amendment 91, as Special Revenue Revenue to be Distributed Under the Arkansas Highway Distribution Law. Motion made by Council Member Thompson, City of Cherokee Village, Regular City Council Minutes of January 16, 2020 Roll second by Council Member Kristopeit to approve Resolution No 2020 -02. call vote passed unanimously. 3. RESOLUTION 2020 -03: A RESOLUTION AMENDING THE STREET DEPARTMENT' S 2019 MUNICIPAL BUDGET FOR THE CITY OF CHEROKEE VILLAGE — Council Member Covington moved to approve RESOLUTION 2020- 03, second by Council Member Rupard. A roll call vote passed unanimously. 4. RESOLUTION 2020 -04: A RESOLUTION AMENDING GENERAL FUND OF THE CITY OF CHEROKEE VILLAGE 2019 BUDGET — Council Member Kristopeit moved to approve RESOLUTION 2020 -04, second by Council Member Covington. A roll call vote was taken; there were 6 ayes, 1 abstention ( Woods), passing the resolution.
