REGULAR CITY COUNCIL MEETING

Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Les Covington, Chuck Kristopeit,
Pamela Rowland, Thomas Rupard, Rob Smith, Mayor Stokes and City Attorney Jon Abele. Absent: Steve
Thompson ( Ward 2, Position 1 is vacant).
APPROVAL OF THE AGENDA: Council Member Kristopeit asked to remove item 1 from old business
until March meeting, second by Council Member Rowland. Council Member Covington moved to approve
the amended agenda, second by Council Member Smith and passed unanimously
PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person)
APPROVAL OF THE MINUTES ( January 16, 2020): Council Member Smith moved to approve the
council minutes January 16, 2020, second by Council Member Covington and passed unanimously.
CORRESPONDENCE: none
FINANCIAL REPORT: Council Member Adams moved to approve the January 2020 financials to be filed
for audit, second by Council Member Covington. Roll call vote passed unanimously.
MAYOR' S REPORT: Employee Recognition plagues were given for 10 year: Jason Deboser, Capt. Kal
Dienst, Charles Crowe, Jason Griffin, Christopher Gurley, Tony Rook, Chief Rickey Crook, Phillip Dunlap,
Carmen Inman, Brandon, Bettis, Joey Sheets; 15 year: Kay Doncheff, Sgt. Monte Lane; 25 year: Lt.
Richard Deckard, Lt. Donnie Sellers, Kelly Ford, Richard Stowers; 30 year: Chief Johnny Pendarvis.
Mayor Stokes gave State of the City Report. Report to be placed on the City website.

OLD BUSINESS:
1. Solar Panel ordinance tabled to the March 2020 meeting.

NEW BUSINESS:
1. Bids for Police Department Vehicle: Police Chief Rickey Crook discussed the three ( 3) bids to
purchase new vehicle ( Freedom Ford, Magie Ford and Lewis Ford at $ 35, 224, $ 36, 352 and
35, 124 respectively. Chief Crook suggested the bid from Freedom Ford; stating it is within $ 100
of the lowest bid and is local. Motion was made by Council Member Covington, second by
Council Member Rupard to approve the purchase of two ( 2) new police vehicles from Freedom
Ford, at a price of $ 35, 224 each. It was noted the cost does not include outfitting the vehicles
with police equipment. Roll call vote passed unanimously.
2. Ordinance 2020 - xx An Amendment to an Ordinance providing for the Establishment of a
Rental Housing Code for Cherokee Village Purposes Ordinance 202 -03 and for Other
Purposes: City Attorney Jon Abele asked for this ordinance to be tabled until the March
meeting. Motion was made by Council Member Covington, second by Council Member Smith to
table until March 2020 council meeting. Motion passed.
3. Ordinance 2020 -xx: An Ordinance Repealing Ordinance No. 2017 -01 providing for Building
Permit Fees and Penalties for Violations Thereof and for Other Purposes: City Inspector
Thomas Swiatkowski discussed the changes in the proposed building permit fees; inspect interior
work done ( specifically plumbing and electric) and the fee increases in section # 4, b and c. City
Attorney Jon Abele stated entry to a home to see internal remodel cannot be done without a
warrant. After much discussion, motion was made by Council Member Rowland, second by
Council Member Smith to table until March 2020 council meeting. Motion passed.
4. Short Term Special Use Permit 2020 -01: Highland Elks Lodge No. 2539, Turkey Shoot, March
21, 2020 at 15 Elks Lodge, Cherokee Village, AR. Motion to approve Turkey Shoot temporary
special use permit made by Council Member Covington and second by Council Member Adams.
Motion passed unanimously.
5. Hazelle Whited; Sharp County Economic Development Research Team Leader discussed
the research team and how they may help cities.

Council Member Rowland.
