MINUTES CITY OF CHEROKEE VILLAGE, ARKANSAS REGULAR CITY COUNCIL MEETING 6: 30 P. M., THURSDAY, MARCH 19, 2020 CHEROKEE VILLAGE CITY HALL meetings are video recorded) Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Les Covington, Chuck Kristopeit, Thomas Rupard, Steve Thompson, Mayor Stokes. Absent: Pamela Rowland, Rob Smith and City Attorney Jon Abele. ( Ward 2, Position 1 is vacant). APPROVAL OF THE AGENDA: Mayor Stokes stated the agenda would be shortened; no reports except the financials and items under old and new business. Council Member Kristopeit asked to remove item 2 from old business until April meeting, second by Council Member Covington. The amended agenda was approved unanimously. PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person) APPROVAL OF THE MINUTES ( February 20, 2020): Council Member Covington moved to approve the council minutes February 20, 2020, second by Council Member Thompson and passed unanimously. CORRESPONDENCE: none FINANCIAL REPORT: Council Member Adams moved to approve the February 2020 financials to be filed for audit, second by Council Member Kristopeit. Roll call vote passed unanimously. Mayor reported we are currently being audited electronically for the past two years. MAYOR' S REPORT: Mayor announced City Hall will be closed to the public effective March 23, 2020. All essential services will continue at this time. Ordinance 2020 -xx: An Ordinance to Amend Zoning Code ( 2017 - 06A) and for Other Purposes - Solar Panel Clerk read Ordinance # 2020 -xx in full. After some discussion, motion was made by Council Member Thompson, second by Council Member Adams for approval on the City of Cherokee Village, Regular City Council Minutes of March 19, 2020  first reading of this ordinance. Roll call vote passed unanimously. Second reading will be April 2020 meeting. 2. Ordinance 2020 -_: An Ordinance Repealing Ordinance No. 2017 -01 Providing for Building Permit Fees and Penalties for Violations Thereof and for Other Purposes was tabled to the April 2020 meeting. NEW BUSINESS: 1. Karen Page: update on facts about grants — proposal will be brought to council at the April 2020 meeting; providing no delay due to the corona virus 2. Short Term Special Use Permit No 2020 -02: Arkansas Pie Festival, Town Center, April 18, 2020, 20 am — 4 pm has been cancelled due to the corona virus. COMMENTS: Police Chief Crook stated the police department is offering the service to our citizens in the age bracket, or those in the category of being high risk; to pick up and deliver medication if needed, or necessary groceries needed.
