MINUTES CITY OF CHEROKEE VILLAGE, ARKANSAS REGULAR CITY COUNCIL MEETING 6: 30 P. M., THURSDAY, APRIL 30, 2020 CHEROKEE VILLAGE CITY HALL meetings are video recorded) Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Les Covington, Chuck Kristopeit, Thomas Rupard, Rob Smith, Mayor Stokes. Present via Zoom: Pamela Rowland and City Attorney Jon Abele. Absent: Steve Thompson. ( Ward 2, Position 1 is vacant). APPROVAL OF THE AGENDA: Mayor Stokes stated the agenda would be shortened; no reports except the financials and items under old business. Council Member Smith moved to approve the agenda, second by Council Member Covington. The amended agenda was approved unanimously. PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person) APPROVAL OF THE MINUTES ( March 19, 2020): Council Member Covington moved to approve the council minutes March 19, 2020, second by Council Member Thompson and passed unanimously. CORRESPONDENCE: none FINANCIAL REPORT: Council Member Smith moved to approve the March 2020 financials to be filed for audit, second by Council Member Adams. Roll call vote passed unanimously. MAYOR' S REPORT: Mayor announced our revenue has shown a minor decline. Street and Administrative Departments will be impacted by the Municipal League' s forecast of a 40 — 45% reduction in5,turn back funds. Street Department is going to buy a new bush hog to be purchased at a cost of under 000. The old is to be scrapped. Second reading of Ordinance 2020 -xx: An Ordinance to Amend Zoning Code ( 2017 -06A) and for Other Purposes - Solar Panels Clerk read Ordinance # 2020 -xx by title only. A motion was made by Council Member Adams, second by Council Member Covington for approval on the City of Cherokee Village, Regular City Council Minutes of April 30, 2020  second reading of this ordinance. Roll call vote passed unanimously. May council meeting will be the third and final reading. 2. Ordinance 2020 - : An Ordinance Repealing Ordinance No. 2017 -01 Providing for Building Permit Fees and Penalties for Violations Thereof and for Other Purposes A motion was made by Council Member Adams, second by Council Member Kristopeit to read by title only. Clerk read proposed ordinance by title only. After some discussion, Council Member Smith made a motion to return the ordinance to Planning and Zoning Commission to revise with less restrictive language. Motion second by Council Member Adams.
