REGULAR CITY COUNCIL MEETING

Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Les Covington, Chuck Kristopeit,
Thomas Rupard, Rob Smith, Steve Thompson, Mayor Stokes and City Attorney Jon Abele. Present via
Zoom: Pamela Rowland. ( Ward 2, Position 1 is vacant).
APPROVAL OF THE AGENDA: Council Member Smith moved to approve the council minutes, second
by Council Member Thompson and passed unanimously.
PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person)
APPROVAL OF THE MINUTES ( April 30, 2020): Council Member Smith moved to approve the council
minutes of April 30, 2020, second by Council Member Adams and passed unanimously.
CORRESPONDENCE: None
FINANCIAL REPORT: Council Member Covington moved to approve the April 2020 financials to be filed
for audit, second by Council Member Kristopeit. Roll call vote passed unanimously.

Notice of hearing to consider the costs of raze and removal of Lot 37, Block 13, Dakota Second Addition.
Homeowner Andrea Wolverton asked for an extension until November 2020 to remove belongings from
crawl space. Council Member Kristopeit moved to adopt resolution allowing extension until September 1,
2020, second by Council member Covington. Roll call vote passed unanimously. Resolution to
Authorize the Collection of Costs for the Razing and Removal of a Nuisance of the Property Lot 37, Block
13, Dakota Second Addition to Cherokee Village Subdivision ( 2 Pequot Dr, Cherokee Village), Sharp
County, Arkansas ( Andrea Wolverton, owner). This will be Resolution 2020 -05.
Notice of hearing to consider the costs of raze and removal of Lot 25, Block 33, Santa Fe 6th Addition.
Mayor asked for a motion to approve resolution to collect the costs of raze and removal. Council Member
Covington moved to adopt resolution, second by Council Member Thompson. Roll call vote passed
unanimously. Resolution to Authorize the Collection of Costs for the Razing and Removal of a Nuisance
of the Property Lot 25, Block 33, Santa Fe 6th Addition to Cherokee Village Subdivision ( 1 Mohave Dr,
Cherokee Village), Sharp County, Arkansas ( Davis Lametra, owner). This will be Resolution 2020 -06.
Notice of hearing to consider the costs of raze and removal of Lot 9, Block 15, Eighth Addition. Mayor
asked for a motion to approve resolution to collect the costs of raze and removal. Council Member Smith
moved to adopt resolution, second by Council Member Adams. Roll call vote passed unanimously.
Resolution to Authorize the Collection of Costs for the Razing and Removal of a Nuisance of the Property
Lot 9, Block 15, Eighth Addition to Cherokee Village Subdivision ( 153 Hiawatha Dr, Cherokee Village),
Sharp County, Arkansas ( Giron Israel, owner). This will be Resolution 2020 - 07.

OLD BUSINESS:
1.
Third reading of Ordinance 2020 -01A: An Ordinance to Amend Zoning Code ( 2017 -06A)
and for Other Purposes - Solar Panels Motion made by Council Member Covington, second by
Council Member Adams to read Ordinance # 2020 -01A by title only. Roll call vote passed
unanimously. A motion was made by Council Member Smith, second by Council Member
Thompson for approval on the third reading of this ordinance. Roll call vote passed unanimously.
Ordinance 2020 - 01A will go into effect in 90 days.
NEW BUSINESS:
1. Ordinance 2020-: An Ordinance to Provide for the Collection ande Control of Solid
Waste in the City of Cherokee Village, Arkansas; and for Other Purposes Clerk read
proposed ordinance. Council Member Smith asked to go on record his five ( 5) concerns:
weekend residents, business owners, language in Section 4and 5, share trash pick up with a
neighbor andwant exception ' apply with ( to council, P &Z, C /E). After some discussion, Council
Member Rowland made a motion to return the ordinance to Planning and Zoning Commission to
revise with less restrictive language. Motion second by Council Member Kristopeit. Roll call vote
passed unanimously.
2. Mr. Gregg Strobbe expressed concerns ( see handout attached) hoping the city will consider
passing an ordinance to protect homes near a possible commercial building to be built directly
across the street from residential property. Mr. Strobbe was advised to attend the nex P &Z
committee public meeting

Council Member Covington moved to adjourn the meeting at 8: 48 p. m., second by
Council Member Thompson.
