CITY OF CHEROKEE VILLAGE, ARKANSAS
REGULAR CITY COUNCIL MEETING
6: 30 P. M., THURSDAY, SEPTEMBER 16, 2021

Roll was called by Clerk Deb Weichinger. Present were Jerry Adams, Eddie Ishmael,
Chuck Kristopeit, Thomas Rupard, Rob Smith, and Mayor Stokes. Council Member
Pamela Rowland and Steve Thompson were present via Zoom. Absent: Carr Hill and
city attorney Jon Abele.
APPROVAL OF THE AGENDA: Mayor Stokes asked for a motion to approve the
agenda. Council Member Smith moved to approve the agenda, second by Council
Member Kristopeit and passed unanimously.
PUBLIC COMMENTS ON AGENDA ITEMS: ( limit 3 minutes per person)
APPROVAL OF THE MINUTES ( Regular Meeting of August 19, 2021, Special
Meetings August 26 and 27, 2021): Council Member Adams moved to approve the
minutes, second by Council Member Smith, and passed unanimously.
CORRESPONDENCE: Letter of Retirement from John Kyllo as Street Superintendent
September 1, 2021, effective October 12, 2021. Letter of Resignation from Deb
Weichinger as City Clerk dated September 2, 2021, effective September 23, 2021.
FINANCIAL REPORT: Council Member Adams moved to approve the July 2021
financials to be filed for audit, second by Council Member Kristopeit. Roll call vote
passed unanimously.
MAYOR' S REPORT: Mayor reported having met with an appraiser regarding the
ARDOT bridge project. Appraiser will be contacting four parties to make offers on
properties. The Papoose sign will need to be relocated. The project is expected to
begin the spring of 2022 or sooner.

OLD BUSINESS:
1. Ordinance Emergency Clause for Ordinance to Regulate
2021 - 02:
Unregistered, Wrecked or Junked Vehicles Within the City Limits of the City
of Cherokee Village, Providing for A Penalty for the Violation of the
Ordinance and for Other Purposes: Emergency clause motioned by Council
Member Adams, second by Council Member Kristopeit. Roll call vote passed
unanimously.
NEW BUSINESS:
1. RESOLUTION No. 2021 -16: A RESOLUTION TO ANNUALLY CERTIFY THE
CITY OF CHEROKEE VILLAGE PROPERTY TAX.
Resolution to Annually
Certify the City of Cherokee Village Property Tax was read in its entirety by the
Clerk. Motion was made by Council Member Smith, second by Council Member
Adams to approve. Roll call vote passed unanimously to pass Resolution Motion
passed unanimously.
2. RESOLUTION 2021 -17: A Resolution to Declare Surplus Property and to
Remove from City of Cherokee Village Fire Department Property Asset List.
Vehicles are no longer useable for departmental purposes. Items classified as
scrap property, to be sold as is by competitive bid, funds deposited in General
Fire Account. Motion to approve Resolution 2021 - 17 by Council Member Smith
and second by Council Member Adams. Motion passed unanimously.
3. SHORT TERM SPECIAL USE PERMIT No. 2021 -06: Arts Center of North
Arkansas, Gazebo in Town Center, 6 PM, September 23- October 14, 2021.
Motion to approve Turkey Shoot temporary special use permit made by Council
Member Smith and second by Council Member Adams. Motion passed
unanimously.
4. SHORT TERM SPECIAL USE PERMIT No. 2021 -07: Highland Elks Lodge No.
2539, Turkey Shoot, October 2, 2021 and November 6, 2021 at 15 Elks Lodge,
Cherokee Village, AR. Motion to approve Turkey Shoot temporary special use
permit made by Council Member Kristopeit and second by Council Member
Smith. Motion passed unanimously.
5. SHORT TERM SPECIAL USE PERMIT No. 2021 -08: Track of land adjacent to
airport and Santa Fe Addition. Mr. Murphy owns an 83 acre tract he' d like to be
able to run cattle on adjacent to airport and Santa Fe. Will run five strand woven

fencing; then plans to clear area east of Sharp Office Supply for commercial
usage. After some discussion, motion was made by Council Member Smith and
second by Council Member Thompson to approve the short term special use
permit. Roll call vote passed unanimously.
COMMENTS:
Executive Session — Personnel: Council Member Smith moved to adjourn for
executive session, second by Council Member Kristopeit. Mayor adjourned the Regular
City Council meeting at 7: 25 PM to Executive Session. Regular City Council meeting
reconvened at 8: 25 PM. Mayor stated no action to be taken in public session.
ANNOUNCEMENTS:
ADJOURNMENT: Council Member Smith moved to adjourn the meeting at 8: 25 p. m.,
second by Council Member Adams and meeting was adjourned.
