CITY OF CHEROKEE VILLAGE, ARKANSAS
REGULAR CITY COUNCIL MEETING
Thursday, _ July 20,_ 2023, 6: 00 P. M.,
CHEROKEE VILLAGE CITY HALL
CALL TO ORDER— Mayor Rose called the meeting to order at 6 PM on July 20, 2023.
PLEDGE OF ALLEGIANCE- Mayor Rose lead the Pledge.
MOMENT OF SILENCE— Mayor Rose asked to observe a moment of silence.
ROLL CALL, ESTABLISH QUORUM— City Clerk Penny Trumpy called roll call: Present: Harrison, R Tatum, Martin,
Smith, J Tatum, Mayor, and City Attorney Jon Abele. Absent: Thompson, Ishmael, and Rowland. Quorum Established.
APPROVAL OF AGENDA— Mayor Rose amended the Agenda to include under New Business# I Return Financials back
to Pledges and Collateral from IntraFi. Council Member Martin motioned to approve the amended Agenda, seconded by
Council Member J Tatum. Roll call vote: Harrison yes, R Tatum yes, Martin yes, Smith yes, J Tatum yes, 5 yes, 0 nays,
Motion passed.
PUBLIC COMMENTS/ QUESTIONS ON AGENDA ITEMS( limit 3 minutes per person) None
APPROVAL OF MINUTES: Council Member Martin motioned to approve the June 15, 2023 City Council Meeting
Minutes, seconded by Council Member J Tatum.( 5 yea' s, 0 nay' s) Motion passed.
CORRESPONDENCE:
1. Black River Technical College Law Enforcement Training Academy— Chief Lane. In Chief Lanes absence Mayor
Rose summarized the letter of appreciation for the donation of the vehicle to them to be used for training. Council
Member Martin asked if this vehicle has been declared surplus and removed from the asset list. Lieutenant
Buchanan explained due to the value being less than$ 2000 required to be listed on the asset list, they did not declare
it surplus. City Attorney Jon Abele states since the vehicle was donated it was not necessary to declare it surplus.
Council Member Martin motioned to declare vehicle with vin# 2B3KA43T99H631732 2009 Dodge as surplus,
seconded by Council Member J Tatum. ( 5 yea' s 0 nay' s) Motion passed.
2. Steve Thompson' s Letter.-
Council Member Thompson resigned from the Phone System Committee, the City
Depository Business Review Committee, and from the Budget Committee. Letter was read by the City Clerk.
FINANCIAL REPORT: Discussion - File for Audit.

MAYOR' S REPORT: On File— Mayor Rose gave an update that the ARDOT project is on schedule. Mayor Rose
addressed the required permits for the Suburban Improvement District( SID) where up to date and the situation of required
permits has been addressed with the GM. Mayor Rose apologized to Betsy Waugh GM of SID for his harsh comments and
hopes that the City and SID can work together to better Cherokee Village. The paperwork for the Omaha roof permit is on
file with the City. Mayor Rose shared Council Member Ishmaels request in forming a Park and Recreation committee to
look into having a park or pool for the Kids within the city. The City can apply for grants to use in this vision.
Council Member Smith asked where we stood on the play ground at ToHi Trail. Mayor Rose reported that Jerry Triska a
Contractor registered with the City will be handling the construction of the playground. Charlie Akers is working with Mr.
Triska on finalizing the task.

ANIMAL CONTROL: On File
COMMUNITY SERVICE: No Report
DISTRICT COURT: On File
FIRE DEPARTMENT: On File—
Chief Dienst gave an update on the new Fire Truck that is on order. They are in process.
PLANNING& ZONING: On File—
City Recycle has been moved to 2 Tekawitha Dr., the Municipal Garage. The
workers are in a shaded area with fans, drinking water and bath rooms are available.
CODE ENFORCEMENT: No Report
POLICE DEPARTMENT: On File— Lieutenant Buchanan is working on
installing the extras to the New Police trucks.
STREET DEPARTMENT Newsletter: No Report— The Street Dept has been busy working on paving roads and filling
pot holes. Please call the Street dept with any pot holes and they will add them to the list.
OTHER REPORTS.
A& P Minutes: On File— ECLIPSE UPDATE— They are close to choosing a consultant and should be completed in the
next week. Plans are being planned for activities for 3 days before and the day of the Eclipse for visitors to enjoy the area.
Volunteers will be needed. Next step is working with the Police and Fire Departments to help with safety factors.

GRANT REPORT: No Report Lieutenant Buchman is working with a person to help with grant writings.

OLD BUSINESS:
1. Animal Control Vacancy update— Chief Lane In Chief Lanes absent Mayor Rose announced that Megan Mansfield
is the new Animal Control Officer. Things are going pretty well
NEW BUSINESS:
1. Return financials back to Pledges and Collateral from IntraFi Sweep method. Mayor Rose explained the% of
interest on the accounts. Simple is best. Council Member Martin motion to return to the Pledges and Collateral,
seconded by Council Member Rachel Tatum. Roll Call Vote: R Tatum yes, Martin yes, Smith yes, J Tatum yes,
Harrison yes. 5 yes 0 nay' s Motion passed.
COMMENTS/ QUESTIONS ON CITY RELATED BUSINESS( limit 3 minutes per person)
1. Betsy Waugh, General Manager of Suburban Improvement District( SID). SID and the City need to work together
and she will do her best in accomplishing this.
ADJOURNMENT— Council Member Martin motion to adjourn at 6: 31 pm, seconded by Council Member Smith. 5 yeas 0
nays motion passed.
