Meeting Minutes Historic and Architectural Review Board (HARB) September 1, 2022 Public Safety Operations Center ROLL CALL HARB Members Present: Chair Joe Maguire, Vice Chair Marilee Peterson, Ervin Young, Gerald Martin, Ellsworth Spicher, and Frank Lilley Staff: Joshua Johnson, Legal Counsel – City Attorney’s Office; Carlos Rodriguez, Code Compliance – Development and Permits; and Kevin Finn, Recording Secretary – Planning Department. Chair J. Maguire called the meeting to order at 5:31 p.m. MINUTES Approval of July 7, 2022 regular meeting minutes, motion to approve minutes made by E. Spicher and seconded by E. Young, all members present voting for. COMMITTEE REPORTS None ADMINISTRATIVE APPROVALS K. Finn reported four (4) administrative approvals. ZONING REPORT C. Rodriquez provided an update on the new construction at 1400 Hull Street and that they were informed that their COA expired in early August and were issued a Stop Work Order when they did not reapply. K. Finn informed the Board that an application was submitted and will be heard at the October meeting. Motion to move Old and New Business to after applications have been reviewed made by J. Maguire and seconded by G. Martin, all members present voting for. CONSENT AGENDA None REGULAR AGENDA 1432 Seaboard Avenue Original Request • After-the-fact replacement of concrete walkway, like-for-like, and removal of concrete pavers to be replaced with concrete walkway; • Motion approve application as submitted made by E. Spicher and seconded by M. Peterson, all members present voting for. 1211 Stewart Street Original Request • Install solar panels on roof; • Motion to continue application pending amplifying information made by J. Maguire and seconded by E. Spicher, all members present voting for. 1407 Seaboard Avenue Original Request 1 • Install solar panels on roof; • Motion to deny the application as submitted made by J. Maguire and second by G. Martin, five (5) members voting for and one (1) member voting against. 1301 Chesapeake Avenue Original Request • After-the-fact replacement of wooden windows with vinyl windows, replacement windows to be smaller than those currently installed; • Motion to deny the application as presented made by M. Peterson and seconded by E. Spicher, all members present voting for. OLD AND NEW BUSINESS K. Finn informed the Board of recent communications he received regarding “rural” mailboxes within the Historic District and provided a summary of his research, discussions with other municipalities and city staff. C. Rodriquez provided his assessment of the District, including at least two dozen examples of rural mailboxes around the District. The Board was not opposed to allowing them within the District but suggested they be further discussed as part of the design guideline update. G. Martin provided the Board his assessment of the work performed at 1300 Jackson Avenue. This led to a discussion on handicap ramps and whether the Board could develop a way to have them be removed once they have outlasted their primary user. The Board requested that staff research the topic and suggested this as a topic for the guideline update as well. PUBLIC INPUT None LEGAL GUIDANCE None ADJOURNMENT: J. Maguire adjourned the meeting.
