Meeting Minutes Historic and Architectural Review Board (HARB) October 6, 2022 Public Safety Operations Center ROLL CALL HARB Members Present: Chair Joe Maguire, Ervin Young, Gerald Martin, Ellsworth Spicher, and Frank Lilley Staff: Joshua Johnson, Legal Counsel – City Attorney’s Office; Carlos Rodriguez, Code Compliance – Development and Permits; Pamela Witham, Code Compliance – Development and Permits; Marvin Hodges, Senior Planner – Planning Department; and Kevin Finn, Recording Secretary – Planning Department. Chair J. Maguire called the meeting to order at 5:30 p.m. MINUTES Approval of September 1, 2022 regular meeting minutes, motion to approve minutes made by G. Martin and seconded by E. Spicher, all members present voting for. COMMITTEE REPORTS None ADMINISTRATIVE APPROVALS K. Finn reported eight (8) administrative approvals. ZONING REPORT C. Rodriquez informed the Board of two properties, 1409 Jackson Avenue and 1106 Park Ave, that performed work without a Certificate of Appropriateness. Motion to move Old and New Business to after applications have been reviewed made by J. Maguire and seconded by G. Martin, all members present voting for. CONSENT AGENDA None REGULAR AGENDA 1211 Stewart Street Original Request • Install solar panels on detached garage roof; • Motion to continue application made by J. Maguire and seconded by G. Martin, all members present voting for. 1400 Hull Street Original Request • Reissue PLN-CAPP-2021-199 for new construction; • Motion to approve the application as the building is being constructed, with removal of the shutters, made by E. Spicher and seconded by G. Martin, three (3) members voting for and two (2) members voting against. 1414 Guerriere Street Original Request 1 • Install 18’ by 30’ concrete pad and above ground storage tank, to be shielded by 10’, stained cedar fence and 13 6’ steel bollards; • Motion to continue the application made by J. Magiure and seconded by F. Lilley, all members present voting for. 1230 Chesapeake Avenue Original Request • After-the-fact replacement of metal roof with architectural shingle roof, in charcoal, and after-the-fact removal of chimney; • Motion to deny the application as presented made by E. Spicher and seconded by F. Lilley, all members present voting for. 1012 Jefferson Street Original Request • Install solar panels on rear roof; • Motion to approve the application made by G. Martin and seconded by E. Spicher, four (4) members voting for and one (1) member voting against. 1301 Chesapeake Avenue Original Request • Replace damaged windows and after-the-fact, improperly sized, windows with properly sized, one-over-one vinyl windows; • Motion to approve made by G. Martin and seconded by E. Spicher, all members present voting for. OLD AND NEW BUSINESS K. Finn provided the Board with draft letters of support of an upcoming imitating resolution to studying the COA requirements for the Caleb Williamson House, located within the Chesapeake Arboretum. There was a motion made to offer support and the Chair signed the letter. Motion to allow Chair to sign letter of support made by G. Martin and seconded by E. Spicher, all members present voting for.
