ROLL CALL
HARB Members Present: Chair Joe Maguire, Vice Chair Marilee Peterson, Ervin Young, Frank Lilley, Ellsworth Spicher,
and Gerald Martin
Staff: Joshua Johnson, Legal Counsel – City Attorney’s Office; Pamela Witham, Code Compliance – Development and
Permits; Rebecca Benz, Deputy Planning Director – Planning Department; and Kevin Finn, Recording Secretary –
Planning Department.
Chair J. Maguire called the meeting to order at 5:32 p.m.
MINUTES
Approval of October 6, 2022 regular meeting minutes, motion to approve minutes made by G. Martin and seconded
by E. Spicher, all members present voting for.
COMMITTEE REPORTS
None
ADMINISTRATIVE APPROVALS
K. Finn reported six (6) administrative approvals.
ZONING REPORT
None
OLD AND NEW BUSINESS
J. Maguire outlined the proper protocol for members to interact with staff via email. K. Finn briefly discussed the request
by Public Works regarding stamped concrete sidewalks and recommended the discussion be continued following the
review of the applications.
Motion to continue Old and New Business to after applications have been reviewed made by E. Spicher and
seconded by F. Lilley, all members present voting for.

• Install 18’ by 30’ concrete pad and above ground storage tank, to be shielded by 10’, stained cedar fence and 6’ steel
bollards;
• Motion to deny the application made by E. Spicher and seconded by E. Young, five (5) members present
voting for and one (1) member voting against.
1221 Park Avenue

• Cover wooden siding with vinyl siding to be double 5” Dutch lap in color resembling HC-6 Windham Cream to match
existing; replace wooden shake with vinyl shake in color resembling HC-191 Hamilton Blue; replace wooden fascia,
frieze and trim with PVS coil trim; replace gutter and downspout on east side of roof, like-for-like
• Motion to continue the application as presented made by G. Martin and seconded by E. Spicher, all
members present voting for.
OLD AND NEW BUSINESS CONTINUED
K. Finn further discussed the request made by Public Works for the Board to discuss the in-kind replacement of stamped
concrete sidewalks as part of the Chesapeake Avenue Area Drainage and Utility Improvements. Public Works and
Planning had received several comments from residents requesting that the stamped concrete sidewalks be removed and
replaced with standard concrete. The stamped concrete sidewalks have been said to limit equal accessibility, especially
for those with limited mobility or use wheelchair, walkers, canes, etc. Several members of the Board stated with opposition
to stamped concrete, citing they have heard complaints since the sidewalks were first installed in the 1980s. They stated
that Public Works should replace the affected sidewalks with standard concrete and be ADA compliant with tactile paving
measures, similar to those along Poindexter Street.
