ROLL CALL
HARB Members Present: Chair Joe Maguire, Vice Chair Marilee Peterson, Ervin Young, Ellsworth Spicher, Frank Lilley,
and Gerald Martin
Staff: Adam Lantz, City Attorney – City Attorney’s Office; Carlos Rodrigues, Code Enforcement Officer – Developments
and Permits; Marvin Hodges, Senior Planner – Planning Department; Nat McCormick, Community Design Manger –
Planning Department, Ashley Roberson, Management Analyst – Planning Department; and Kevin Finn, Recording
Secretary – Planning Department.
Chair J. Maguire called the meeting to order at 5:30 p.m.
MINUTES
Approval of March 2, 2023 regular meeting minutes, motion to accept minutes made by G. Martin and seconded by
F. Lilley, all members present voting for.
COMMITTEE REPORTS
None
ADMINISTRATIVE APPROVALS
K. Finn reported seven (7) administrative approval.
ZONING REPORT
C. Rodriquez informed the Board he had requested a lis pendens for 1419 Jackson Avenue and 1214 Chesapeake
Avenue.
Motion to move Old and New Business to the end of the agenda made by J. Maguire and seconded by E. Spicher,
all members present voting for.

1421 Stewart Street (PLN-CAPP-2023-017)
Original Request
• Install approximately 8’x80’ concrete driveway extension;
• Motion to approve the application as submitted made by E. Spicher and seconded by E. Young, four (4)
members voting for and two (2) members voting against.
1413 Jackson Avenue (PLN-CAPP-2023-019)
Original Request
• Replace sheet metal on pigeon walks with three-tab shingles, to match existing roof, in black; repair/replace brick
foundation, to be repainted in white;
• Motion to deny as presented, for the brick for the brick and the gable end returns made by F. Lilley. Motion
was not seconded and failed on the floor. Followed a discussion and clarification by A. Lantz and K. Finn.
• Motion to deny the application made by E. Spicher and seconded by F. Williams, with five (5) members voting
for and one (1) member voting against.

• Paint exterior siding Boothbay Gray HC-165 and trim white; Replace wooden windows with vinyl windows, two-over-
two on second floor and three-over-one on first floor, size and color to be like-for-like;
• Motion to approve the painting of the exterior siding Boothbay Gray HC-165, the exterior trim white, replace
all wooden windows with vinyl, like-for-like, defined as first floor is three-over-one and second floor is two-
over-two made by J. Maguire and seconded by M. Peterson, four (4) members voting for and two (2) members
voting against.
1214 Chesapeake Avenue (PLN-CAPP-2023-021)
Original Request
• After-the-fact repainting of exterior siding to be Platinum Gray HC-179, previously unpainted foundation, porch
floorboards, porch ceiling, face boards and roof soffit to be Amherst Gray HC-167, window trim and porch columns to
be Super White OC-152; After-the-fact removal of porch steps’ wrought iron handrail to be replaced in similar style,
material and color, like-for-like; After-the-fact replacement of porch railing, to be painted Super White OC-152; After-
the-fact replacement of 15-light front door with sidelights to be replaced with 60”x80” fiberglass full lite door with
sidelights; After-the-fact replacement of exterior light fixture, in similar style, material and color; After-the-fact removal
of second floor wooden window to be replaced with six-over-one vinyl window.
• Quintin Tilman of 1216 Chesapeake Avenue voiced his disappointment of the after-the-fact work performed on the
property and stated that they would like to see the property returned to its original condition.
• Motion to continue the application to next month made by E. Spicher and seconded by M. Peterson with all
members present voting for.
1134 Seaboard Avenue (PLN-CAPP-2023-024)
Original Request
• Install approximately 16’x48’ concrete driveway.
• Motion to continue the application to next month made by J. Maguire and seconded by E. Spicher with all
members present voting for.

OLD AND NEW BUSINESS
J. Maguire introduced the two applications for new members of the Historic and Architectural Review Board, to fill the role
as a member involved in the building construction industry.
Motion that the Historic and Architectural Review Board recommend David Walski to fill the open shelter industry,
construction trade seat made by J. Maguire and seconded by M. Peterson, with all members present voting for.
