Meeting Minutes Historic and Architectural Review Board (HARB) June 6, 2024 Public Safety Operations Center ROLL CALL HARB Members Present: Chair Joe Maguire, Vice Chair Marilee Peterson, and Ervin Young Staff: Josh Johnson, City Attorney – City Attorney’s Office; Carlos Rodriguez, Code Enforcement Officer – Developments and Permits; Nat McCormick, Community Design Manager – Planning Department; Em Jones, Senior Planner – Planning Department; Lydia Utton, Intern – Planning Department; and Kevin Finn, Comprehensive Planning Administrator – Planning Department. Chair J. Maguire called the meeting to order at 5:30 p.m. MINUTES Approval of May 2, 2024 regular meeting minutes, motion to accept minutes made by J. Maguire and seconded by M. Peterson, all members present at the time voting for (3-0). COMMITTEE REPORTS None ADMINISTRATIVE APPROVALS K. Finn reported seven (7) administrative approvals. ZONING REPORT C. Rodriquez provided an update on the utility repair work taking place within the South Norfolk Historic District. OLD AND NEW BUSINESS K. Finn suggested that the Board withhold discussing the memo provided by the City Attorney’s Office until a larger number of Board members and the drafting City Attorney are in attendance. N. McCormick provided a brief update on the timeline for the South Norfolk Historic District Design Guidelines. CONSENT AGENDA None REGULAR AGENDA 1104 Jackson Avenue (PLN-CAPP-2024-066) Original Request  Reissue PLN-CAPP-2023-013 to repaint house in white and to paint main roof, porch floor, shutters and window sills in color resembling HC-113, Louisburg Green; Reissue PLN-CAPP-2023-062 to replace front porch overhang with 6" by 6" wood, square columns to be painted white and to repair/replace siding, like-for-like. Work does not include the addition of porch railings or balusters.  Motion to approve the application as presented made by M. Peterson and seconded by E. Young, with all members present voting for (3-0). 1 1033 Jackson Avenue (PLN-CAPP-2024-001) Original Request  After-the-fact replacement of front porch to include 2.25” by 2.25” square balusters, 6” by 6” turned columns and 2” by 4” rails. Addition of stair handrails with 2.25” by 2.25” balusters and 4” by 4” turned rail post. Tongue and groove porch floorboards replaced with deck boards. Floorboards and handrails to be painted Puritan Gray, HC- 164, and columns and balusters to be painted Monterey White, HC-27.  Motion to approve the application as presented made by M.
