Meeting Minutes Historic and Architectural Review Board (HARB) July 3, 2024 Public Safety Operations Center ROLL CALL HARB Members Present: Chair Joe Maguire, Frank Lilley, Dave Walski, and Ervin Young Staff: Adam Lantz, City Attorney – City Attorney’s Office; Carlos Rodriguez, Code Enforcement Officer – Developments and Permits; Charlie Jones, Senior Planner – Planning Department; and Kevin Finn, Comprehensive Planning Administrator – Planning Department. Chair J. Maguire called the meeting to order at 5:31 p.m. MINUTES Approval of June 6, 2024 regular meeting minutes, motion to accept minutes made by J. Maguire and seconded by E. Young, all members present at the time voting for (2-0). COMMITTEE REPORTS None ADMINISTRATIVE APPROVALS K. Finn reported eight (8) administrative approvals. ZONING REPORT C. Rodriquez notified the Review Board of after-the-fact work performed at the property, 1002 Park Avenue. OLD AND NEW BUSINESS K. Finn notified the Review Board of an upcoming public meeting of the South Norfolk Historic District Design Guidelines on July 17th at 5:30 PM. The meeting will be held at Truitt Intermediate School in South Norfolk. CONSENT AGENDA None REGULAR AGENDA 1501 Seaboard Avenue (PLN-CAPP-2024-088) Original Request  Install a 20’ by 25’ full slab concrete parking pad in rear yard.  Motion to approve the application as presented made by F. Lilley and seconded by J. Maguire, with all members present voting for (4-0). 1100 Jackson Avenue (PLN-CAPP-2024-093) Original Request  Install white K-style gutters on home and front porch.  Motion to approve the application as presented made by E. Young and seconded by F. Lilley, with all members present voting for (4-0). 1 1214 Chesapeake Avenue (PLN-CAPP-2024-080) Original Request  Install no more than 6 solar panels on the rear of the primary roof.  Motion to deny the application as presented made by F. Lilley and seconded by J. Maguire, with all members present voting for (4-0). 1138 Seaboard Avenue (PLN-CAPP-2024-062) Original Request  Replace metal roof with architectural shingle roof and replace wooden windows with vinyl windows, 13 to be 6- over-6 and 5 to be 2-over-2 match existing.  Application was amended on the floor to state: Replace metal roof with a like-for-like metal roof and replace wooden windows with vinyl windows, 13 to be 6-over-6 and 5 to be 2-over-2, to match existing dimensions.  Motion to approve the application as amended made by J. Maguire and seconded by F. Lilley, with all members present voting for (4-0). 1138 Seaboard Avenue (PLN-CAPP-2024-075) Original Request  Replace front door with a 9-lite fiberglass door. Strip and repaint side porch doors and install new hardware, like- for-like.  Application was amended on the floor to state: Replace front door with 9-lite fiberglass door and to restore above door transom, strip and repaint side porch doors and install new hardware, like-for-like.  Motion to approve the application as presented made by M. Peterson and seconded by E. Young, with all members present voting for (4-0). 1334 Seaboard Avenue (PLN-CAPP-2024-099) Original Request  After-the-fact replacement of a standing seam metal roof with a 26-gauge, standing seam metal, with striations, in color resembling Chrome Green, HC-189.  Motion to approve the application as presented made by E.
