Meeting Minutes Historic and Architectural Review Board (HARB) August 1, 2024 Public Safety Operations Center ROLL CALL HARB Members Present: Chair Joe Maguire, Frank Lilley, Marilee Peterson, and Ervin Young Staff: Adam Lantz, City Attorney – City Attorney’s Office; Carlos Rodriguez, Code Enforcement Officer – Developments and Permits; Charlie Jones, Senior Planner – Planning Department; Nat McCormick, Community Design Manager – Planning Department; Anna Nagorniuk, Senior Planner – Planning Department; and Kevin Finn, Comprehensive Planning Administrator – Planning Department. Chair J. Maguire called the meeting to order at 5:30 p.m. MINUTES Approval of July 3, 2024 regular meeting minutes, motion to accept minutes made by E. Young and seconded by J. Maguire, all members present at the time voting for (3-0). COMMITTEE REPORTS None ADMINISTRATIVE APPROVALS K. Finn reported three (3) administrative approvals. ZONING REPORT C. Rodriquez notified the Review Board of after-the-fact work performed at the property, 1207 Ohio Street. OLD AND NEW BUSINESS N. McCormick provided the Board with an update to the Design Guideline update process and informed the Board that the Planning Department would be working to schedule two training sessions within the next two months. For the sake of time, K. Finn requested that additional new business be placed after the review of the Regular Agenda. Motion to move the remaining New Business to the end of the agenda made by J. Maguire and seconded by F. Lilley, with all members present voting for (4-0). CONSENT AGENDA None REGULAR AGENDA 1100 Park Avenue (PLN-CAPP-2024-044) Original Request  Replace metal roof with architectural shingles, in gray; replace vinyl siding with double 4” horizontal vinyl siding in color resembling Boothbay Gray HC-165; replace horizontal siding on front elevation gable with vinyl shake siding in Black, HC-190; replace white aluminum trim coil, like-for-like; replace one broken non-original vinyl window with new 23.5”x 29.5” vinyl window; wrap 21 non-original vinyl windows w/ aluminum, like-for-like; replace wood beaded board on front porch ceiling, like-for-like and painted white; repair/repaint front porch railing, painted white; replace front porch flooring with 3.25” tongue and groove wooden flooring, painted Boothbay Gray HC-165; remove front porch awning, install aluminum wrap on existing wooden siding, painted white; install new pendant light fixture on front and side porch; replace side porch flooring with 3.25” tongue and groove wooden flooring, 1 painted Boothbay Gray HC-165; replace side porch fascia boards, like-for-like, painted white; remove siding from side porch and replace with pressure treated wood deck railing, painted white; remove stairway and wood lattice on back porch; replace back porch pickets, like-for-like, and paint porch posts, handrail, and pickets in white; extend back walls and roof to meet primary structure, remove rear door and replace with siding to match primary structure; replace existing rear flood light, like-for-like; replace stucco parge on foundation, in white; replace wooden front, side, and upstairs doors with 36-in x 80-in fiberglass 9-lite doors, in Black HC-190; paint front door transom Black HC-190 to match door installation; install 18’x19.4’ gravel parking pad in existing location, with 2.8’ planting strip between pad and sidewalk; install K-style gutters in white.  Application was amended on the floor to state: Replace metal roof with 5-V crimp metal roof; replace vinyl siding with double 4” horizontal vinyl siding; replace horizontal siding on front elevation gable with vinyl shake siding; replace white aluminum trim coil, like-for-like; replace one broken non-original vinyl window with new 23.5” x 29.5” vinyl window; wrap 21 non-original vinyl windows with aluminum, like-for-like; replace wood beaded board on front porch ceiling, like-for-like and painted white; repair/repaint front porch railing, painted white; replace front porch flooring with 3.25” tongue and groove wood flooring; remove front porch awning, install aluminum wrap on existing wooden siding/fascia board, painted white; install new pendant light fixture on front and side porch; remove stairway and wood lattice on back porch, replace back porch pickets, like-for-like, and paint porch posts, handrail, and pickets in white; extend back walls and roof to meet primary structure; remove rear door and replace within siding to match primary structure; replace existing rear flood light, like-for-like; replace stucco parge on foundation; replace side and upstairs door with 36” x 80” fiberglass 1-lite doors; restore front porch door; install 18’x19.4’ gravel parking pad in existing location, with 2.8’ planting strip between pad and sidewalk; install K-style gutters in white; remove side porch in totality; all paint and siding colors to be approved administratively and adhere to the Benjamin Moore Historic Collection.  Motion to approve the application as presented made by F. Lilley and seconded by M. Peterson, with all members present voting for (4-0). 1203 Decatur Street (PLN-CAPP-2024-097) Original Request  After-the-fact removal and enclosure of two vinyl windows on accessory structure in rear yard.  Motion to approve the application as presented made by J. Maguire and seconded by M. Peterson, with all members present voting for (4-0). 1546 Jackson Avenue (PLN-CAPP-2024-100) Original Request  After-the-fact replacement of 22 wooden windows with 15 4/1 and 7 6/1 vinyl windows.  Motion to approve the application as presented made by M. Peterson and seconded by F. Lilley, with all members present voting for (4-0). NEW BUSINESS, CONTINUED K. Finn presented a presentation to the Review Board on the update process for the Chesapeake 2045 Comprehensive Plan. Presentation included an overview of the work performed so far, the engagement strategy employed by City staff, and next steps. Following the presentation, Board members engaged in a discussion on the City’s recent growth throughout the City.
