AVJSA REPORT: AVRPD REPORT: MAYOR’S REPORT: ZONING OFFICER’S/FIRE INSPECTOR’S REPORT: TREASURER’S REPORT: SOLICITOR’S REPORT: COMMITTEES: BUDGET & FINANCE – Frank Meledandri, Chair: • Review and approve bill due list #11-22, bills posted 10.11.22 – 11.14.22. • Motion to finalize and approve the 2023 Proposed Budget for $2,430,160.50 and by: General Fund: $ 1,348,271.04 Water Fund: $ 489,839.46 Sewage Fund: $ 434,689.00 Refuse Fund: $ 157,361.00 Total $2,430,160.50 • Motion to advertise the approval of the 2023 proposed budget in the newspaper of general circulation and to post the 2023 preliminary budget for public review for 10 business days.  • Discussion on how much cash the Borough should have earmarked for emergencies, “rainy day” funds. • Discussion on the financing of a new pick-up truck for Public Works FACILITIES – George White, Chair GENERAL OFFICE ADMINISTRATION – Kathy Gillard, Chair GRANTS - Brad Yaksich, Chair: • Motion to approve Resolution 2022-20 a statement that the Borough has formally requested CDBG funds for the Pine Ave. Waterline Replacement and has designated Robert Frank, AVNCOG Director to perform the required duties between the Borough of Cheswick and Allegheny County Economic Development and has assured, where applicable, the provision of local matching funds. And will comply with all other provision of the CDBG application. • Motion to approve Resolution 2022-21 a statement that the Borough has formally requested CDBG funds for ADA Ramps and has designated Robert Frank, AVNCOG Director to perform the required duties between the Borough of Cheswick and Allegheny County Economic Development and has assured, where applicable, the provision of local matching funds. And will comply with all other provision of the CDBG application PERSONNEL – Karen Matisz, Chair: PUBLIC HEALTH, SAFETY & UTILITIES – Brad Yaksich, Chair: • Motion to approve Resolution 2022-19 approving and adopting the 2022 edition of the Emergency Operations Plan as administered by the Allegheny Valley Regional Emergency Management Agency. • Review the offer from Brindlee Mountain Fire Apparatus to purchase the Rosenbauer pumper owned by the Borough. • Motion to authorize Council President and Borough Secretary to execute necessary documents to accept the offer to sell the 2014 Rosenbauer Commander to Brindlee Mountain Fire Apparatus, LLC for $150,000.00, if deemed appropriate by the President, with the proceeds of the said sale to be placed in a separate capital reserve account. • Motion to amend the agenda to advertise bid to sell the 2014 Rosenbauer Commander and for the President of Council to award the bid to the highest bidder, per the advice of the solicitor. • Motion to authorize the secretary to advertise to put out to bid to sell the 2014 Rosenbauer Commander and for the President of Council to award the bid to the highest bidder, per the advice of the solicitor. • Motion to amend the agenda to authorize the secretary to advertise an ordinance recognizing Allegheny Valley Volunteer Fire Company to provide firefighting service within the Borough upon advice of the solicitor. • Motion to authorize the secretary to advertise an ordinance recognizing Allegheny Valley Volunteer Fire Company to provide firefighting service within the Borough. PUBLIC WORKS – Michael Girardi, Chair: • Motion to approve Groff Tractor to perform emergency repair of the backhoe (replacement of the radiator and cooler to resolve significant leaks and prevent further damage to other critical components) in preparation of the upcoming winter season not to exceed $11,000. Due to the emergency nature of the repairs, Vice President of Council authorized the work to begin prior to Council approval. The repairs will be funded by the excess cash projected for year end 2022 resulting from revenues exceeding expenditures. These repair items were included in the 2023 budget at $19,000 which will now be reduced to $8000.
