FACILITIES – George White, Chair GENERAL OFFICE ADMINISTRATION – Kathy Gillard, Chair • Motion to appoint the position of Assistant Administrator/Water Clerk for Borough Office at a rate of $17 per hour and not to exceed 32 hours per week. GRANTS - Brad Yaksich, Chair: PERSONNEL – Karen Matisz, Chair: • Motion to accept the resignation of Michael Girardi from Council on 1/31/2023. PUBLIC HEALTH, SAFETY & UTILITIES – Brad Yaksich, Chair: Discussion/Update on the Lower Valley Ambulance Service Discussion on the need for an updated agreement between the municipalities serviced by Allegheny Valley Volunteer Fire Company and specifically the allocation of payment for workman’s compensation, vehicle insurance, fuel receipts and an annual lump sum donation. • Motion to read, in title and summary, Ordinance 807-C, the implementation of Act 93 of 1994 relating to fire escrow in the Borough of Cheswick. • Motion to adopt Ordinance 807-C, the implementation of Act 93 of 1994 in the Borough of Cheswick PUBLIC WORKS – Frank Meledandri, Interim Chair: Discussion and agreement to act with the owner of the property located at 307 N. Highland to repair the collapsed sewer line that is attributed to cause of the sinkhole on N. Highland Avenue. Discussion on the obsolete telemeter and interconnect systems and the need to upgrade with a SCADA system. (A combination of hardware and software that enables the automation of industrial processes by capturing Operational Technology (OT) real-time data. SCADA connects the sensors that monitor equipment like motors, pumps, and valves to an onsite or remote server). • Motion to upgrade the telemeter and interconnect with a SCADA system at an estimated cost of $19K for both the interconnect meters and replacement of the telemeter. Rugged Utility: - Development of Standard Operating Procedures for our Water Distribution System to assure for compliance with DEP regulations. - Attendance to a seminar regarding new DEP regulations to survey for lead pipes in the water distribution system and is preparing a plan to assure we are following these regulations. Status update on water and street projects. Anticipate most will not be completed this year. RECREATION & COMMUNITY DEVELOPMENT – Shawna Ecker, Chair • Motion to approve Resolution 2023-4 - A Resolution Establishing the Cheswick Community Development Committee ZONING & CODE ENFORCEMENT – Dan Carroll, Chair: • Motion to read in title and summary Ordinance 806-C amending the Borough’s official zoning map to rezone parcel number 530-S-137 from R-3 Residential to C-1 Community Business District. • Motion to adopt Ordinance 806-C amending the Borough’s official zoning map to rezone parcel number 530-S-137 from R-3 Residential to C-1 Community Business District.
