Discuss upcoming negotiations with Comcast regarding the franchise renewal process. • Motion to authorized acting President of Council and Borough Secretary to enter into an agreement with the attorney hired to represent the Borough in the negotiation process in an amount not to exceed $8K. (Payment is not expected until next year and can be budgeted). Discuss the investments of the Borough’s reserve funds into higher interest yielding accounts. FACILITIES – George White, Chair GENERAL OFFICE ADMINISTRATION – Kathy Gillard, Chair GRANTS - Brad Yaksich, Chair: Discuss the need for a grant for a study on the redevelopment of Rachel Carson Park. • Motion to authorize Matt Pitsch, Brough Engineer, to prepare and apply for a DCED grant for a study on the redevelopment of Rachel Carson Park not to exceed $2,000.00. (Deadline for the grant is May 31, 2023). PERSONNEL – Karen Matisz, Chair: Review the applications received by Council to fill the vacancy created by the resignation of Michael Girardi • Motion to appoint to fill the vacancy on Council created by the resignation of Michael Girardi effective 3/14/23. PUBLIC HEALTH, SAFETY & UTILITIES – Brad Yaksich, Chair: Gary Taylor to provide an update on the Allegheny Valley Joint Sewage Authority project. Update on the status of Lower Valley Ambulance Service related to their recent request for financial assistance. Update on the demolition of the Cheswick Power Plant, specifically the invitation to join the project team responsible for the demolition of the plant to participate in meetings so the municipality can better understand how the plan affects our Borough. Discuss the need for an updated Allegheny Valley Volunteer Fire Company agreement between Harmar Twp., Springdale Twp., and the Borough. • Motion to authorize the solicitor to work with her peers in Harmar and Springdale Twps. to draft the agreement PUBLIC WORKS – Frank Meledandri, Interim Chair: RECREATION & COMMUNITY DEVELOPMENT – Shawna Ecker, Chair Discussion on the ACED (Allegheny County Economic Development) Vacant Property Recovery Program (VPRP). Municipality’s participation in the program through resolution and agreement which enables applicants to acquire the vacant property. • Motion to approve resolution 2023-6 authorizing the Borough participation in the Redevelopment Authority of Allegheny County's Vacant Property Recovery Program subject to certain requirements. • Motion to enter into a Cooperation Agreement for the Allegheny Vacant Property Recovery Program between the redevelopment Authority of Allegheny County and the Borough of Cheswick.
