AGENDA CHESWICK BOROUGH COUNCIL MEETING July 11, 2023 CALL TO ORDER OPPORTUNITY FOR CITIZENS TO BE HEARD ON MATTERS CURRENTLY IN FRONT OF COUNCIL (4 MINUTES): MEETING MINUTES: Review and approve the June 20th Council meeting minutes sent via email 7/6/23. Bills posted 06/21/23 – 07/11/23. Mid-year review of Borough’s finances. Action to approve a resolution updating the Limits of Authority with modifications made and discussed in May and June meetings. • Motion to approve Resolution 2023-9 a resolution authorizing the adoption of a limits of policy regarding purchases and invoice approval. FACILITIES – George White, Chair GENERAL OFFICE ADMINISTRATION – Kathy Gillard, Chair Update on transition to Paycor for payroll services and need to get consensus on delivery of pay stub email of direct mail to Borough. GRANTS - Brad Yaksich, Chair: PERSONNEL – Karen Matisz, Chair: PUBLIC HEALTH, SAFETY & UTILITIES – Brad Yaksich, Chair: PUBLIC WORKS – Frank Meledandri, Interim Chair: Update/Discuss conversations with Springdale Township regarding the water interconnections with the Borough. Update/Discuss conversations with Springdale Township regarding a mutual assistance agreement with work at the Salt Shed, Winter Maintenance and a partnership for the storing and purchasing of bin materials. Review bid tabulations for the Traffic Signal Replacement at Pittsburgh St. & N. Highland. and the Salt Shed renovation, both bids opened by Senate Engineering on July 7th. • Motion to award the Traffic Signal Replacement to the lowest bidder, Bronder Technical Services, Inc. at $351,268.79. • Motion to award the Salt Shed Renovations, base bid to the lowest bidder Hosey Excavation Services, LLC at $24,271.40 • Motion to award the Salt Shed Renovations ‘Add Item #1’, paving of parking a garage apron to the lowest bidder Hosey Excavation Services, LLC at $25,380.00 • Motion to award the Salt Shed Renovations ‘Add Item #2’, to replace shed siding and shed painting to the lowest bidder Hosey Excavation Services LLC at 15,123.20, with the lowest base bid. COMMUNITY RELATIONS – Karen Matisz, Chair: RECREATION & COMMUNITY DEVELOPMENT – Shawna Ecker, Chair Review and discuss letter drafted by Jeff Curti to the businesses in the Borough to beautify the town as part of the Cheswick Community enhancement Project. Agree on any revisions, if necessary. • Motion to authorize the Borough Secretary to revise the drafted letter, if necessary, and to issue the letter on behalf of Council to the owners of businesses in Cheswick. INFORMATION TECHNOLOGY & SERVICES – Bill Kuzmirek, Chair Review quote from KM Computers for unique email accounts for members of Council and the Mayor. • Motion to accept the quote and authorize the secretary to proceed with KM Computers to establish email accounts for members of Council and the Mayor. ZONING & CODE ENFORCEMENT – Dan Carroll, Chair: Discuss the Zoning Officer, Jeff Curti’s findings and conclusion presented via email on his visit with the beekeeper at 1503 Fairmont, entertain suggestions from CharLee Rosini and agree to next steps of action. Review and act on the recommendation of the Planning Commission review of the request to vacate 15’ of alley off S. Atlantic Ave. • Motion to approve the Planning Commission’s recommendation that the request by Tom Oakas be approved and the borough vacates the alley.
