December 5, 2016
The following are the minutes of a public hearing held Monday, December 5, 2016 at 6:30 PM in the
City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013.

Also Present Daniel Garvey (Associate City Solicitor), Sharyn Riley (Auditor), Jeff
Neece (DPW Superintendent)
The meeting was called to order at 6:30 PM.
In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was
recording the meeting.
Councilor Laflamme motion to call Claim 16-9 back to the table – Councilor Walczak second the
motion – motion passed
Claim 16-9 – Paint on car - Said Harmouche was present he stated that he was driving on East Main
and Wildemere Streets and he drove through a puddle of paint. The city truck was there and it must
have just happened. There was paint all over the place and cars were driving right through it. –
Sharyn Riley stated that we need an invoice from your insurance company that you had it fixed,
mailed to the City Auditors Office.
Motion made by Councilor Labrie and second by Councilor Laflamme to pay up to the deductible if
not more than $300.00 – motion passed
Claim 16-10 - Paint on car - Patricia Vaselocopoulos was present she stated that she went through the
puddle right before Said Harmouche did. I didn’t know it was there. She stated that she went to the
store and bought cleaners and tried to do it herself but could not continue to bend and finish the job.
Sharyn Riley stated we will need your insurance claim paperwork since you do not have an invoice. -
Motion made by Councilor Krampits and second by Councilor Laflamme to pay up to the deductible
if not more than $300.00 – motion passed

Claim 16-11 - Pothole claim - Aaron Bilodeau was present he stated that on May 17, 2016 he hit a
large pothole adjacent to his driveway near his house on Broadway Street. They were working on the
water or gas lines. The potholes were filled a week after the incident. - Motion made by Councilor
Labrie and second by Councilor Walczak to pay $223.15 – motion passed
Claim 16-12 – Eyeglasses/folding chair - Patricia Holz was present she stated that on June 14, 2016
she went to Aldenville Commons and because of the sidewalks she took a swan dive with her new
chair. – Motion made by Councilor Walczak and second by Councilor Laflamme to pay $242.54.
Motion passed.
Claim 16-13 - Trash barrel - Denise Machowski was present she stated that the trash collectors threw
her trash barrel away and threw the lid in the middle of the yard. It was a Rubbermaid and in good
condition. Sharon Riley stated that this happens a lot. – Motion made by Councilor Krampits and
second by Councilor Labrie to pay $14.00 Motion passed.
Claim 16-14 - St. - Damaged sprinkler system - Hyacinth Senior Friar’s Residence was present he
stated that last Fall the City was planting trees using an auger and they clipped the pipe of the
sprinkler system but we didn’t know this until we turned on the sprinkler in the Spring time –
Motion made by Councilor Walczak and second by Councilor Krampits to pay $200.00. Motion
passed.
Claim 16-15 – Tire Damages - Elaine Dowd was present she stated that she was working for the City
for two weeks helping with the early voting. She stated she parked her car in the second parking lot
up the hill near City Hall. When she went to lunch her tire was flat. The manufacturer said there was a
large gash that could not be repaired so she purchased a new tire. – Motion made by Councilor
Walczak and second by Councilor Laflamme to pay $137.08 - motion passed
Councilor Labrie motion to remove from the table from March 14, 20016 meeting – Councilor
Laflamme second the motion – motion passed
Claim 15-49 – Trash barrel - Michael Tarrant was present with his receipt. Motion made by
Councilor Walczak and second by Councilor Krampits to pay $15.00 – motion passed
Minutes – March 14, 2016. Motion made by Councilor Labrie and second by Councilor Laflamme to
approve. Motion passed.
Meeting adjourned at 7:30 PM.
