City of Chicopee City Council Ordinance Committee Members James Tillotson, Chair Fred Krampits, Vice Chair Frank Laflamme Approved Timothy McLellan Jerry Roy MINUTES November 29, 2016 The following are the minutes of a public hearing held Monday, November 29, 2016 at 6:30 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present: Tillotson, Laflamme, Krampits, McLellan, Roy Also Present: Dan Garvey (Asst. City Solicitor), Councilor Courchesne, Councilor Zygarowski, Bill Jebb (Chief of Police) The meeting was called to order at 6:30 PM. In compliance with the open meeting laws the Chairman asked if anyone in the audience was recording the meeting. Western Mass News was recording the meeting. ITEM #1 Delete 77-1 (A) Police Department in its entirety and replace with following: 77-1 (A) Police Department The Police Department of the City of Chicopee shall consist of one (1) Chief, five (5) Captains, seven (7) Lieutenants, fourteen (14) sergeants, not more than one hundred twenty (120) Patrolmen, such number of reserve patrolmen as prescribed by Chapter 314 of the Acts of 1986 (MGL C. 147, Section 11 and 12), and Special Officers as from time to time be appointed. Councilor Tillotson stated that he called this meeting because the Mayor wanted to make sure that we add these people as soon as possible. Chief Jebb stated that we’ve already called for fifteen positions and within the next two weeks we are going to set up interviews. Councilor Tillotson stated that we weren’t legally able to go forward with this until this ordinance was passed tonight. Councilor Roy asked if all the appointed officers are from Chicopee. Chief Jebb answered yes. Councilor Zygarowski asked what the total number of Police Officers will be. Chief Jebb answered one hundred and thirteen. Councilor Zygarowski asked what are your plans for the future with the additional (13) thirteen officers in the Police Department. Chief Jebb answered to increase our services such as the Narcotic Unit, Detective and Traffic Bureau. Councilor McLellan motion to approve – Councilor Tillotson 2nd the motion – motion passed Committee vote 5 – 0 favorable ITEM #2 Chapter 275-30 A Storage of Trucks and Other Equipment Delete “two weeks” And insert in place thereof “twenty-four hours” To read: A. No truck, truck body, truck-towed trailer, tractor-towed trailer or other equipment manufactured for use for hauling or carrying materials over the highways shall be used for storage of any materials of any kind, whether or not said truck, truck body, truck-towed trailer, tractor-towed trailer or said other equipment is registered in accordance with MGL c. 90 or in accordance with the laws of any other state; nor shall the aforesaid be parked or stored in any place in any district for any time in excess of twenty-four hours, unless said place is used as a truck terminal or a parking area for equipment rented to members of the general public for use on the highways. Excluded are those vehicles or tandem trailers or wheel boxes that are utilized for the construction of buildings and are placed in a construction site temporarily and trailers which are utilized for temporary offices or sanitation stations. Councilor Krampits motion to defeat – Councilor Tillotson 2nd the motion – motion passed. Committee vote 5 – 0 favorable ITEM #3 Minutes – November 8, 2016 - Councilor McLellan motion to approve – Councilor Tillotson 2nd the motion – motion passed. Meeting adjourned at 6:55 PM
