CHICOPEE CITY COUNCIL HUMAN RESOURCE C OMMITTEE ACCEPTED 8-25-2014 MEMBERS James Tillotson Gary Labrie Gerry Roy Timothy McLellan William Zaskey MINUTES June 10, 2014 The following are the minutes of a public hearing held Tuesday, June 10, 2014 at 6:10 p.m. in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, 4th floor, Chicopee, MA 01013 Present: Tillotson, Labrie, McLellan, Roy, Zaskey Also Present: Councilor Lamontagne, Councilor Krampits, Councilor Zygarowski, Councilor Laflamme, Councilor Jerry Roy, Daniel Garvey (Associate City Solicitor) Meeting called to order at 6:10 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. ITEM #1 Mayoral appointment of Raisa M. Riggott as Human Resources Director to serve in such office for the term of 3 years expiring on the 29th of May, 2017. Councilor Tillotson asked Ms. Riggott why she would like to work for the City of Chicopee. Ms. Riggott responded that she would like to upgrade herself and work for a larger community. Councilor Lamontagne asked Ms. Riggott what experiences she would like to bring over to Chicopee from Easthampton. Ms. Riggott replied coming from a smaller community she might be able to bring department’s together to do a task. Councilor Laflamme asked Ms. Riggott if she is familiar with contract negotiations and civil service. She responded that in her previous position she dealt with both. Councilor Zygarowski asked how many employees Easthampton has. Ms. Riggott responded that there are 500. Committee vote 5 – 0 favorable. ITEM #2 Mayoral appointment of Michael O’Neill as Director of Golf to serve in such office expiring on the 31st of December, 2014. 1 Councilor Tillotson stated that the appointment is only until the end of the year and asked if he is willing to take the position for only the remainder of the year. Mr. O’Neill replied that he is confident that he will be here longer because he feels that he can build up the golf course. He further stated that social media is free advertising and he intends to use this free advertisement. (Facebook, e-mail). Councilor Gerry Roy asked about the Golf Course website. Mr. O’Neill stated that it is very poor and he intends to create a more informative and attractive webpage. He further stated that the golf course is in excellent condition and as the Golf Pro his job is not just to sit in his office but more important to meet and greet the players. Councilor Lamontagne asked why Mr. O’Neill changed his jobs so often. Mr. O’Neill replied that it was to better himself and for better revenue. Councilor Jerry Roy asked how Mr. O’Neill feels about the inflated outings. Mr. O’Neill replied that he feels if a player is bringing in 100 people they should receive a package. Committee vote 5 – 0 favorable. ITEM #3 Minutes – Marc 12, 2014 & March 24, 2014. Motion made to approve. Motion passed. Meeting adjourned at 6:32 PM. 2
