November 28, 2016
The following are the minutes of a public hearing held Monday, November 28, 2016 at 6:30 PM in the
City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013.
Members Present Zaskey, Krampits, Brooks, Laflamme, Walczak
Also Present Dan Garvey (Associate City Solicitor), Carl Dietz (Building
Commissioner)
The meeting was called to order at 6:30 PM
In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording
the meeting. Hearing none the meeting continued.
ITEM #1
Application for a Service Station License for NEC OPCO I, Inc., located at 2012 Memorial Drive.

Janice Lee, District Manager, 15 Casmir Street, Westfield, MA was present at the meeting. This is the
former F.L. Roberts station.
Councilor Walczak stated that he has observed some safety issues at this station (road rage and passing on
the right near the pumps closest to the convenience store).
Ms. Lee replied that she will bring these concerns to the attention of the applicant.

Motion made by Councilor Laflamme and second by Councilor Krampits to approve with restrictions.

Application for a transfer of a Junk Dealers License from 48 White Birch Plaza to 874 Front Street for
Moving/Odd Jobs Unlimited.

Glenn Joslyn was present at the meeting.
Planning Department has stated that the property is zoned Business A. Business A zones do not permit
the storage of “motor freight vehicles” A review of the applicant’s website indicated box trucks, bobcats,
and mowing trucks are utilized by the business. This is not allowed under Business A.
The committee informed Mr. Joslyn that if he intends to store contract service vehicles on this property a
zone change would be required.
Mr. Joslyn stated that he will move the contract service trucks from the property and he will contact the
property owner to apply for a zone change.

Hours of Operation M- Saturday 7 AM – 7 PM, Closed Sunday

Motion made by Councilor Brooks and second by Councilor Laflamme to approve with restrictions.
Committee vote 5 – 0 favorable.
ITEM #3
Application for a transfer of location on a Class II License from 658 Fuller Road to 576 East Street for
Royal Coach Sales, LLC.
Applicant John Garcia
23 Austin Street

John Garcia was present at the meeting. He stated that he has purchased the property on East Street. It
was a former cleaning business. He would like to sell used cars from this property.
The committee reviewed the plan submitted.

Good housekeeping
No outside storage

License holder must secure a Certificate of Occupancy prior to exercising the rights granted under this
license.

Motion made by Councilor Krampits and second by Councilor Laflamme to approve with restrictions.

Application for an Auto Repair License for Murray Automotive, LLC located at 102 Old Fuller Road.

Mr. Murray and Richard Bourbeau, property owner, were present.
Chairman Zaskey stated that the agreement between Mr. Bourbeau and the City has been signed allowing
the use of city property for the shed and sign.

license.

Motion made by Councilor Laflamme and second by Councilor Zaskey to approve with restrictions.
Committee vote 5 – 0 favorable.
