CHICOPEE CITY COUNCIL ORDINANCE COMMITTEE APPROVED 6-14-16 MEMBERS James Tillotson, Chairman Fred Krampits, Vice-Chairman Frank Laflamme Timothy McLellan Jerry Roy MINUTES May 10, 2016 The following are the minutes of a public hearing held Tuesday, May 10, 2016 at 6:30 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present: Tillotson, Krampits, Laflamme, McLellan, Roy Also Present: Dan Garvey (Asst. City Solicitor), Councilor Walczak, Councilor Lamontagne The meeting was called to order at 6:30 PM. In compliance with the open meeting laws the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 Handicap Parking – 11 Walter Street The following report was read from Steve Frederick, City Engineer: I do not recommend on-street handicapped parking at this location. The road width if not adequate for an accessible aisle. There is not accessible ramps to the sidewalk. Additionally, There is a set of stairs to access #11 Water Street from the sidewalk. Why doesn’t the tenant use the off-street parking available as shown in the above linked map? Why doesn’t the tenant use the access as provided by the handicap placard on the building indicating handicap parking behind the building off-street as shown. Motion made by Councilor McLellan and second by Councilor Tillotson to deny. Committee vote 5 – 0 favorable to deny. ITEM #2 Nadeau Street – Northerly side – entire length beginning at 15 Nadeau Street – Parking Prohibited this side of street 1 Motion made by Councilor Krampits and second by Councilor McLellan to approve. Committee vote 5 – 0 favorable. ITEM #3 260-72 Right Turns on Red – Simard Drive – At the intersection of Yelle Street – Right Turn on Red Prohibited Councilor Lamontagne stated that he has spoken with neighbors in this area and traffic is being backed up on Yelle and Montgomery. This order was filed to make the intersection more uniform with no turn on red going in both directions. Councilor Tillotson stated that he contacted the Chief of Police and asked him to review and provide feedback and received back a statement stating he has not heard any complaints about this intersection and would like to know what the problem appears to be. Councilor Tillotson also contacted the City Engineer and was told that we are not going to get an honest picture of the situation because of all the construction on Grattan Street. The City Engineer suggested that this be postponed until Aldenville road construction is completed. Councilor Tillotson stated that the City Engineer suggested a “DO NOT BLOCK THE BOX” at this intersection. Councilor Laflamme suggested that the NO TURN ON RED be removed from Montgomery Street to try to alleviate some of the traffic. Councilor Krampits suggested that Steve Frederick look into this intersection to come up with solutions to the problems that are occurring. Rick Duffy, Yelle Street, stated he feels the sign will help the traffic at this intersection. Motion made by Councilor McLellan to refer to the Engineering Department for a complete evaluation of the intersection and a response in a timely manner. Motion passed. Motion made by Councilor Krampits to postpone to the call of the chair. Motion passed. ITEM #4 260-79 Heavy Commercial Vehicles Excluded – College Street – Entire length – Heavy Commercial Vehicles Excluded – Ordinance shall amend Chapter 260-79, Schedule XX to include College Street (entire length) in accordance with Chapter 260-49A. MassDOT approved the permit request for this ordinance on October 13, 2011. Motion made by Councilor McLellan and second by Councilor Laflamme to approve. Committee vote 5 – 0 favorable. ITEM #5 Minutes – April 12, 2016 Motion made by Councilor Laflamme to approve. Motion passed. Meeting adjourned at 7:00 PM. 2
