December 10, 2014
The following are the minutes of a public hearing held Wednesday, December 10, 2014 at 7:15
PM at City Hall, Council Chambers, 4th floor, City Hall Annex.
Members Present Krampits, Laflamme, Brooks, Labrie, Roy
Also Present Daniel Garvey (Associate City Solicitor), Councilor Lamontagne,
Councilor Zygarowski, Frank Czepiel (Commission on Disabled,
Chairman), Jeff Neece (DPW Superintendent), Steve Frederick (City
Engineer)
In compliance with the open meeting laws the Chairman asked if anyone in the audience was
recording the meeting.
Meeting called to order at 7:16 PM. Motion made to adjourn to the call of the chair. Motion
passed. Meeting reconvened at 8:57 PM.
ITEM #1
ORDERED THAT the DPW explore adding an additional crosswalk from the easterly side of
Springfield Street across Front Street.
Steve Frederick stated that a new sidewalk has been designed to go further along Front Street
toward lower Front Street. This sidewalk will lead to a crosswalk and bus stop.
Motion made by Councilor Labrie and second by Councilor Laflamme to table. Motion passed.
ITEM #2
ORDERED THAT the Public Works Committee hold a meeting with DPW Superintendent, Jeff
Neece, and City Engineer, Steve Frederick, to discuss and fully analyze the
Granby/Montgomery/McKinstry intersections, Big Y and Mass Pike.
After discussion the committee recommends sending a letter to the Mayor requesting an
appropriation of $19,500 to create and warrant for a study of Montgomery and Granby Road
intersections.

Motion made by Councilor Laflamme second by Councilor Brooks to approve the
recommendation.
Committee vote 5-0 favorable.
ITEM #3
ORDERED THAT the DPW re-pave the sidewalks on lower Dale Street and refer to the Public
Works Committee.
After discussion the committee recommends the DPW repair/replace the sidewalks in 2015.
Motion made by Councilor Laflamme and second by Councilor Roy to approve the
recommendation.
Committee vote 5-0 favorable.
ITEM #4
ORDERED THAT the Engineering Department investigate pedestrian crossing signals at the
intersection of St. James Avenue and Broadway.
After discussion the committee recommends that Engineering do pedestrian counts at various
crosswalks at those intersection.
Motion made by Councilor Laflamme and second by Councilor Roy to approve the
recommendation.
Committee vote 5 – 0 favorable.
ITEM #5
ORDERED THAT the Public Works Committee meet with DPW and Chicopee Electric Light to
address safety issues at the intersection of New Ludlow Road and Montcalm Street.
Motion made to remove from the table. Motion passed.
After discussion the committee recommends that
1. DPW trim trees and bushes for better visibility
2. Replace with LED traffic heads
3. Support ordinance of No Turn on Red in both directions
Motion made by Councilor Roy and second by Councilor Laflamme to approve the
recommendations.
Committee vote 5 – 0 favorable.

Minutes – August 25, 2014. Motion made to approve. Motion passed.
