The Zoning Board of Appeals of the City of Chicopee public hearing for Wednesday May 10, 2017, 6:30
PM in City Hall Annex, Fourth Floor, City Council Chambers, 274 Front Street, Chicopee, MA 01013.
Meeting was brought to order by Miguel Roldan at 6:41 PM.

NOTE: Associate Member Christina Loy voted on all agenda items due to the absence of
Roland Archambault and Anthony Gallant.
Item 1: VARIANCE from Chapter 275-53 frontage reduction from 100’ to 75.45’ and area reduction from
10,000 SF to 7,286 SF to construct a duplex. Location: Nonotuck Ave. Assessor Map 48, Parcel 19.
Applicant: Anthony Wheeler, 95 Mulcahy Dr., West Springfield, MA 01089
Notes: The Applicant explained his request for the Variance. He also noted to the Board that he had
obtained the necessary zone change to allow for the construction of the proposed duplex. The Applicant
also described the topography of the property. The Board imposed a condition stating that all stormwater
runoff must be contained on site.
Motion to approve was made by Gary Stamborski and seconded by Christina Loy. Vote was 4-0 to approve
with conditions.

Item 2: VARIANCE from Chapter 275-52 frontage reduction from 100’ to 88.36’ to create a single-family
building lot from 124 Whitin Ave. Applicant: Amy Bizon-Copp, 91 Gilbert Ave., Chicopee, MA 01013
and Christopher Bizon, 6 Amherst St. Chicopee, MA 01013.
Notes: The Applicant explained to the Board why the variance had expired before any action on the
property was taken. The Board, having approved the same Variance in April 2016, had no issue with
approving it again.
Motion to approve was made by Gary Stamborski and seconded by Derek Dobosz. Vote was 4-0 to
approve.

Item 3: VARIANCE from Chapter 275-63 (E) (5), (7) and (10). Side yard parking setback reduction from
15’ to 0’ and front parking setback from 50’ to 11.9’. Impervious coverage from 70% to 96% to allow for
the division of the property and to allow for continued compliant use of existing buildings. Location: 84
New Lombard Rd. (Parcel A) Applicant: Estes Express Lines, 3901 West Broad St., Richmond, VA 23230
Notes: The Applicant’s attorney explained the Variance request stating that the existing parking and
impervious coverage on the site was not going to change and that the subdivision of the property into two
separate parcels was the only trigger for the Variance. The Applicant and attorney also explained that if
parking was rearranged to comply with current regulations i.e. setbacks, the circulation on each of the two
parcels would not be practical for servicing the current legal uses of the property.
Motion to approve was made by Derek Dobosz and seconded by Christina Loy. Vote was 4-0 to approve.

Notes: The Applicant’s attorney explained the Variance request stating that the existing parking on the site
