Location: Kennedy St., Assessor Map 27, Parcel 38D Applicant: Lyubov & Sergey Sinigur, 3 Pioneer Dr., Palmer, MA 01069 Notes: The Applicant was present and explained her petition to the Board. Staff explained to the Board that the Applicant received a favorable decision for her Waiver of Frontage from the Planning Board on April 4, 2024. The Board was informed in their information packets that the property was granted a Variance in 1986, however it was never acted on and therefore expired after one year. The Board was also informed that the same situation can be seen at the end of Sanford Street, which is one street away from Kennedy Street. 1 One Abutter, who was not opposed to the petition, was concerned about City snow plowing operations and how it would be handled once a driveway occupied what is currently vacant land. Staff noted that this would be something the Applicant could address with the City DPW. Another Abutter at 75 Sanford Street was also in support of the petition. The Applicant was concerned about a particular light pole. Motion to approve was made by Carissa Lisee and seconded by Katherine Baldiga. Vote was 6-0 to approve.
