Meeting was brought to order by Anthony Gallant at 6:30 PM. Item 1: Variance from Chapter 275-63.1 F (1) to waive the requirement to connect to the City sanitary sewer system and allow an on-site septic system to be installed on the property. Location: 41 Robbins Rd. (Assessor Map 111, Parcel 5 and Map 133, parcels 1&2) Applicant: Christopher P. Lapinski, 9 Wellesley Cir., South Hadley, MA 01075. Notes: The Applicant and his Engineer Keith Terry from Sherman & Frydryk were in attendance to present the petition to the Board. The property formerly was the site of an American Legion Post that was serviced by an on-site septic system. However, once the property was rezoned to IPUD Type II a connection to a City sewer system became a requirement. The topography between the property and the nearest City sewer connection would not allow for a gravity system and the proposed development would require a costly pump station. Therefore, the topography poses a hardship to the Applicant. Staff obtained correspondence from the City Health Director that the Applicant provided her with all the permitting information she required for the proposed septic system, and she recommended approval of the system to the ZBA. The Board voted to approve the on-site sewage disposal system. Motion to approve was made by Anthony Gallant and seconded by Katherine Baldiga. Vote was 5-0 to approve.
