Staff Report By: Rob Burns, Director of Finance RECOMMENDATION: 1) Adopt Resolution No. 2023-064 of the City Council of the City of Chino, acting as the legislative body for Community Facilities District No. 2021-1 of the City of Chino (the “District”), approving the issuance of the bonds and the substantially final forms of the Preliminary Official Statement, Fiscal Agent Agreement, Bond Purchase Agreement, Continuing Disclosure Agreement, and Appraisal Report (collectively, the “Bond Documents”); and 2) approve the Bond Counsel Agreement with Stradling, Yocca, Carlson & Rauth in the amount of $75,000. 13. Second Amendment - Edison Avenue Reimbursement Agreement (L.S. College Park, LLC). Approve a reimbursement agreement amendment with LS College Park, LLC for the design/construction of public improvements on Edison Avenue between Central to Oaks Avenues in the amount of $1,292,860 for a total contract amount not to exceed $13,700,000. Staff Report By: Sylvia Ramos, Associate Engineer RECOMMENDATION: 1) Appropriate $342,463 to Fund 328 Measure I Arterial Subprogram with a corresponding revenue reimbursement increase retroactive to FY22-23; 2) appropriate $1,657,537 to Fund 328 Measure I Arterial Subprogram with a corresponding revenue reimbursement increase for FY23-24; 3) appropriate $3,269,000 to the Transportation Fund with a corresponding year end transfer from the Citywide Transportation Development Impact Fee Fund 220 for FY23-24; 4) increase the budget for ST163 by the additional appropriations listed above: $342,463 for FY22-23 for a revised reimbursement agreement budget of $8,773,463 and $4,926,537 for FY23-24 for a total revised agreement budget of $13,700,000; 5) approve an amendment to the reimbursement agreement 2017-152 with LS College Park, LLC. for the design/construction of public improvements on Edison Ave between Central and Oaks Avenues in the amount of $1,292,860 for a total reimbursement agreement of $13,700,000; and 6) authorize the City Manager to execute all the necessary documents of behalf of the City. 14. Purchase Order - M.K. Smith Chevrolet. Approve a Purchase Order in the amount of $421,531.04 for (2) 2023 Chevrolet Colorados, (2) 2023 Chevrolet Express Vans, (5) 2023 Chevrolet 1500 Regular Cab Pickup trucks for Public Works and (1) 2023 Chevrolet Tahoe for the Police Department.
