PUBLIC ANNOUNCEMENTS
This is the time and place for the Mayor to inform the public of all upcoming events and past
occurrences of communitywide interest and concern.
PUBLIC COMMENTS
This is the time and place for the general public to address the City Council about subjects that
do not appear elsewhere on the agenda. Due to Council policy and Brown Act requirements,
action will not be taken on any issues not on the Agenda. Ordinance No. 97-08 (Chino Municipal
Code Section 2.04.090) limits speakers to no more than five (5) minutes in which to address
Council, except as provided under Government Code 54954.3(b)(2).
CONSENT CALENDAR
At this time, members of the public may present testimony as to why an item should be
removed from the Consent Calendar for separate discussion. Unless a member of the public or
City Council requests that an item be removed from the Consent Calendar, all items will be
acted upon as a whole and by one vote. Items placed on the Consent Calendar represent
routine expenditures and/or actions that support ongoing City operations.
1. Warrants. Approve expenses as audited and within budget for warrants 768402 to 768511, and
Electronic Fund Transfers 518410E to 518469E, totaling $5,301,986.25.
2. Minutes. Regular Meeting Minutes for December 5, 2023 (All Members Present).
3. Elected City Officials’ Report Regarding Travel, Training, and Meetings. Receive and file the
Elected City Officials’ Report reflecting City Council business related expenses incurred by the
City.
4. Professional Services Agreement - Liebert Cassidy Whitmore. Approve a $60,000 increase to
the Professional Services Agreement with Liebert Cassidy Whitmore, a labor and employment
services law firm, for an amount not to exceed $110,000, for employment related services
relating to Federal and State labor laws.
5. Establishing Equity for Regular Part-time Employees Holiday Leave. Adopt Resolution
2023-075 to revise the holiday pay criteria to create equity to ensure paid holiday equal to five
(5) hours for all “regular”, part-time employees.

6. Homeland Security Grant Program (HSGP) Acceptance. Authorize the acceptance of
Homeland Security Grant Program (HSGP) in the amount of $23,902 for Fiscal Year 2021 and
$22,843 for Fiscal Year 2022 to purchase a throwbot and police observation device (POD)
cameras.
7. Justice Assistance Grant (JAG) Fund Interest Appropriation. Approve an additional interest
appropriation of $73.31 to the Justice Assistance Grant Fund 135, grant G4211, with a
corresponding increase to the grant revenue.
8. Justice Assistance Grant (JAG) 2022 Use Modification. Approve a modification to the use of
2022 Justice Assistance Grant G4239 in the amount of $22,413 and approve a purchase order
and vendor cap increase for Am-Tec Total Security by up to $20,000, to purchase additional
portable observation devices.
9. Justice Assistance Grant (JAG) 2023 Acceptance and Appropriation. Approve the 2023 JAG
Memorandum of Understanding and Agreement; accept and appropriate grant funding in the
amount of $24,141, for the future purchase of equipment supporting law enforcement.
NEW BUSINESS
10. Chino Rancho Park Development Project. Approve the award of contract, establish a Grant
Number (G4069), and additional appropriation for the Chino Rancho Park Development Project
(PK200).
Staff Report By: Jeff Benson, Parks & Capital Projects Manager
RECOMMENDATION: 1) Award a construction contract in the amount of $3,254,984 to Act 1
Construction, Inc., Norco, CA for the Chino Rancho Park Development Project
(PK200/G8201/G4069); 2) authorize expenditures of up to $488,247 for project construction
contingencies, for a not-to-exceed potential contract amount of $3,743,231; 3) appropriate
$1,630,700.91 from the unappropriated reserves of the Park Fund; 4) establish a Grant G4069
in the Park Fund 340 and additional appropriation and revenue in the amount of $1,000,000
from the San Bernardino County/City of Chino-American Rescue Plan Act and the Coronavirus
Local Fiscal Recovery Fund; 5) approve the contract between San Bernardino County and the
City of Chino Related to the American Rescue Plan Act and the Coronavirus Local Fiscal
Recovery Fund; and 6) authorize the City Manager to execute all documents on behalf of the
City.
11. Citywide Public Works Projects On-Call Consultant List. Approve the 2023-2028 pre-qualified
On-Call Consultant List for use of professional services for Citywide Public Works projects.

RECOMMENDATION: 1) Approve the new 2023-2028 pre-qualified On-Call Consultant List,
comprised of seventy-two (72) professional and technical consultant firms, to provide
professional services for Citywide Public Works projects; and 2) authorize the City Manager to
execute the necessary documents on behalf of the City.

Council Committee Assignment Meetings that were held since the last Regular Council
Meeting, and any other items of interest. Upon request by an individual Council Member, the
