AGENDA ADDITIONS/REVISIONS PUBLIC ANNOUNCEMENTS This is the time and place for the Mayor to inform the public of all upcoming events and past occurrences of communitywide interest and concern. CHINO CITY COUNCIL DECEMBER 5, 2023 2 PUBLIC COMMENTS This is the time and place for the general public to address the City Council about subjects that do not appear elsewhere on the agenda. Due to Council policy and Brown Act requirements, action will not be taken on any issues not on the Agenda. Ordinance No. 97-08 (Chino Municipal Code Section 2.04.090) limits speakers to no more than five (5) minutes in which to address Council, except as provided under Government Code 54954.3(b)(2). CONSENT CALENDAR At this time, members of the public may present testimony as to why an item should be removed from the Consent Calendar for separate discussion. Unless a member of the public or City Council requests that an item be removed from the Consent Calendar, all items will be acted upon as a whole and by one vote. Items placed on the Consent Calendar represent routine expenditures and/or actions that support ongoing City operations. 1. Warrants. Approve expenses as audited and within budget for warrants 767461 to 767655, and Electronic Fund Transfers 518041E to 518114E, totaling $5,319,524.07. 2. Elected City Officials’ Report Regarding Travel, Training, and Meetings. Receive and file the Elected City Officials’ Report reflecting City Council business related expenses incurred by the City. 3. City Holiday Closure 2023. Approval of City Hall Closure and Essential Services for December 26-28, 2023. 4. Reappointment to West Valley Mosquito & Vector Control District (WVMVCD) Board of Trustees. Approve the reappointment of Council Member Christopher Flores to West Valley Mosquito and Vector Control District for a two year term. 5. Appropriation of Earned Interest on Grant Funds. Approve the appropriation from the unappropriated reserves for AB3229 State COPS Grant Fund earned interest for additional grant expenditures for Police Department AB3229 grants FY 20/21 for $3,752.35; FY 21/22 for $4,690.99; and FY 22/23 for $1,449.21. 6. Community Facilities Districts Annual Reporting for Fiscal Year Ending June 30, 2023. Receive and file the Community Facilities Districts Report for the Fiscal Year Ending June 30, 2023 pursuant to Senate Bill 165. 7. Development Impact Fee Report for Fiscal Year 2022-23. Receive and file the Development Impact Fee Report for Fiscal Year 2022-23. 8. Amendment to Agreement - CrossPoint Church. Approve the Third Amendment to the Contract between CrossPoint Christian Reformed Church of Chino and the City of Chino to allow for continued truck and container storage on church property. 9. Final acceptance of Public Improvements for Tract Map No. 18923, BMCH California LLC, generally located south of Schaefer Avenue, north of Southern California Edison Easement, east of Fern Avenue and west of Euclid Avenue. Covenant Agreement to Annex for Sanitary Sewer Service and Request Approval from the San Bernardino Local Agency Formation Commission (LAFCO) for the Property Located at 11667 Monte Vista Avenue within the City of Chino’s Sphere of Influence. Adopt Resolution 2023-070 conditionally approving a Covenant Agreement to Annex for Sanitary Sewer and request approval from the San Bernardino LAFCO for sanitary sewer service for the property at 11667 Monte Vista Avenue. Covenant Agreement to Annex for Sanitary Sewer Service and Request Approval from the San Bernardino Local Agency Formation Commission (LAFCO) for the CarMax Vehicle Wholesale Auction Facility Project. Adopt Resolution 2023-074 conditionally approving a Covenant Agreement to Annex for Sanitary Sewer Service and request approval from the San Bernardino LAFCO for sanitary sewer service for the Project at 11708 East End Ave. MAYOR AND COUNCIL REPORTS This is the time and place for the Mayor and Council Members to report on prescheduled Council Committee Assignment Meetings that were held since the last Regular Council Meeting, and any other items of interest. Upon request by an individual Council Member, the City Council may choose to take action on any of the subject matters listed below.
