FLAG SALUTE PUBLIC COMMENTS This is the time and place for the general public to address the City Council about subjects listed on the agenda. Due to Council policy and Brown Act requirements, action will not be taken on any issues not on the Agenda. Ordinance No. 97-08 (Chino Municipal Code Section 2.04.090) limits speakers to no more than five (5) minutes in which to address Council, except as provided under Government Code 54954.3(b)(2). CHINO CITY COUNCIL FEBRUARY 13, 2024 2 DISCUSSION 1. San Bernardino Council of Governments (SBCOG). Report on San Bernardino Council of Governments Services and Member Dues. Staff Report By: Monique Arrellano, Chief of Council of Governments and Equity Programs, San Bernardino Council of Governments/San Bernardino County Transportation Authority RECOMMENDATION: Receive a report from the San Bernardino Council of Governments regarding the SBCOG's proposed amendment to the existing Joint Powers Authority agreement, creating a new dues formula to increase the SBCOG's funding and capacity to provide services to its member jurisdictions. Discuss and provide direction to staff. 2. 2021-2029 Housing Element Update and Zoning Ordinance Amendments. Discussion Regarding Proposed Amendments to the 2021-2029 Housing Element Update and Zoning Ordinance Amendments related to the Overlay Districts for Affordable Housing. Staff Report By: Michael Hitz, Principal Planner and David Barquist, Kimley-Horn RECOMMENDATION: Receive direction from the City Council on the adoption of the 2021-2029 Housing Element and related zoning ordinance amendments.
