Due to Council policy and Brown Act requirements, action will not be taken on any issues not on the Agenda. Ordinance No. 97-08 (Chino Municipal Code Section 2.04.090) limits speakers to no more than five (5) minutes in which to address Council, except as provided under Government Code 54954.3(b)(2). Property Tax Allocation for Annexation - LAFCO Reorganization (Detachment/Annexation from County Service Area 70) No. 3269 - Ramona Francis Annexation. Adopt Resolution No. 2024-023, determining the amount of property tax revenues to be exchanged between and among the City of Chino and the County of San Bernardino, resulting from the jurisdictional change described by LAFCO 3269 (PL23-0014, Annexation). 5. Local Hazard Mitigation Plan Consultant Agreement. Award a contract to Integrated Solutions Consulting, Inc. in the amount of $78,750 for the purpose of updating the City of Chino’s Local Hazard Mitigation Plan. 6. Pine Avenue Improvements Project (ST203) - Professional Services Agreement with Moffatt & Nichol. Award a Professional Services Agreement in the amount of $362,810 to Moffatt & Nichol, Long Beach, CA, for Consulting Services for Environmental Compliance, Regulatory Permitting, Right of Way, and Utility Coordination. 7. Euclid Bridge Avenue Project (ST243) - Professional Services Agreement with Project Partners, Laguna Hills, CA for Project Management Services. Approve an appropriation of $426,000 from the Transportation Fund (320) backfilled by the General Fund (100) reserves with a corresponding increase to the project budget and award a Professional Services Agreement to Project Partners for $426,000. 8. Benson Reservoir Improvement Project (WA213) - Professional Services Agreement - Dudek, Encinitas, CA for Engineering Design and Bid Support Services. Award a Professional Services Agreement to Dudek for $694,851 for Engineering Design and Bid Support Services for the Benson Reservoir Improvement Project (WA213) and authorize expenditures up to $83,916 for project management services. 9. Acceptance of CalRecycle Used Oil Payment Program (OPP14) Grant funds. Authorize the acceptance of an award of funds from the State Department of Resources, Recycling and Recovery (CalRecycle) Used Oil Payment Program (OPP14) for $13,034. CHINO CITY COUNCIL MAY 21, 2024 3 10. Accept public improvements as complete for PL18-0038 Special Conditional Use Permit; authorize release of the performance bond and initiate the warranty bond; and authorize the City Manager to execute the necessary documents on behalf of the City. 11. Final Acceptance of Public Improvements for Site Approval PL16-0671, G&SS Restaurant Corporation (Andy’s Burger), located at 4616 Riverside Drive Avenue. Accept public improvements as complete for Site Approval PL16-0671; authorize release of the performance bond and initiate the warranty bond; and authorize the City Manager to execute the necessary documents on behalf of the City. NEW BUSINESS 12. Naming of Falloncrest Community Park Site. Approve "Stueve Family Park" as the name of the 6.99-acre public park located west of East Preserve Loop, south of the Southern California Edison (SCE) Easement, and north of Bickmore Avenue. Transportation Right-of-Way ADA Improvements Project (ST173) and the Street Rehabilitation FY 23-24 Project (ST241) - Approve a Construction Contract with CT & T Concrete Paving Inc., Professional Services Agreement with Leighton Consulting, Inc., and Authorize Expenditures for Construction Management Services and Overtime Inspection Costs. Various approvals for the Transportation Right-of-Way ADA Improvements Project (ST173) and Street Rehabilitation FY 23-24 Project (ST241). Staff Report By: Eduardo Diaz, Associate Engineer RECOMMENDATION: Approve the 1) appropriation of $3,165,486 to the Transportation Fund (320) for the Street Rehabilitation FY2023-2024 Project (ST241), with a corresponding year-end transfer in the same amount from the General Fund (100) reserves; 2) award a construction contract to CT&T Concrete Paving Inc., Diamond Bar, CA for the Transportation Right-of-Way ADA Improvements Project (ST173) and the Street Rehabilitation FY 23-24 Project (ST241) for $2,645,501.07 and authorize up to $264,551 (10% of the contract amount) for construction contingencies for a total amount not to exceed $2,910,052.07; 3) award a Professional Services Agreement with Leighton Consulting, Inc. Staff Report By: Dennis Ralls, City Traffic Engineer RECOMMENDATION: Approve the 1) establishment of a new CIP project entitled “Kimball Avenue Median Improvement Project”, G7241 with a total project budget of $319,323.40; 2) appropriate $319,323.40 to the Transportation Fund (320), with a corresponding increase in grant revenue from the County of San Bernardino American Plan Rescue Act (ARPA) Funds and $4,999.40 backfill from the General Fund (100) reserves; 3) approve a Cooperative Agreement between the City of Chino and San Bernardino County to establish reimbursement obligations for the Kimball Avenue Median Improvements Project G7241 for $314,324; 4) award a Construction Contract for $250,399.40 to Metrocell Construction Inc., Ontario, CA for the Kimball Avenue Median Improvements Project and authorize up to $25,040 (10% of the contract amount) for construction contingencies for a total amount not to exceed $275,439.40; 5) approve a Professional Service Agreement with AESCO, Inc., Huntington Beach, CA for Geotechnical Engineering Services for the Kimball Avenue Median Improvements Project for $13,184; 6) authorize expenditures of up to $15,700.00 for construction management services, $10,000 for design services and $5,000 for overtime inspection costs; and 7) authorize the City Manager to execute all necessary documents on behalf of the City. 15. Ordinance 2024-008 Adding Chapter 12.24, "Limitation on Use of City Property", to the Chino Municipal Code. Approve the introduction of Ordinance No. 2024-008, an Ordinance of the City Council of the City of Chino, California, adding Chapter 12.24, Limitation on Use of City Property, to the Chino Municipal Code. ORDINANCE 2024-008 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CHINO, CALIFORNIA, ADDING CHAPTER 12.24 (LIMITATION ON USE OF CITY PROPERTY) TO THE CHINO MUNICIPAL CODE 16. Resolution Amending the City's Classification and Salary Schedule. Adopt Resolution No. 2024-024 amending the City’s Classification and Salary Schedule to add positions that will enhance the support of essential City services.
