PUBLIC ANNOUNCEMENTS
This is the time and place for the Mayor to inform the public of all upcoming events and past
occurrences of communitywide interest and concern.
PUBLIC COMMENTS
This is the time and place for the general public to address the City Council about subjects that
do not appear elsewhere on the agenda. Due to Council policy and Brown Act requirements,
action will not be taken on any issues not on the Agenda. Ordinance No. 97-08 (Chino Municipal
Code Section 2.04.090) limits speakers to no more than five (5) minutes in which to address
Council, except as provided under Government Code 54954.3(b)(2). If more than three (3)
persons seek to address the same agenda item or the same subject matter, the Mayor shall
establish a maximum period of time not to exceed thirty (30) minutes.
CONSENT CALENDAR
At this time, members of the public may present testimony as to why an item should be
removed from the Consent Calendar for separate discussion. Unless a member of the public or
City Council requests that an item be removed from the Consent Calendar, all items will be
acted upon as a whole and by one vote. Items placed on the Consent Calendar represent
routine expenditures and/or actions that support ongoing City operations.
1. Warrants. Approve expenses as audited and within budget for warrants 770749 to 771079, and
Electronic Fund Transfers 519314E to 519439E, totaling $6,910,737.31.
2. Minutes. Approve Minutes for a) Regular Meeting on May 21, 2024 (All Members Present) and
b) Special Meeting on March 20, 2024 (Mayor Pro Tem Comstock Absent-Excused).
3. Elected City Officials’ Report Regarding Travel, Training, and Meetings. Receive and file the
Elected City Officials’ Report reflecting City Council business related expenses incurred by the
City.
4. City Council Meeting Cancellations for the Month August 2024. Authorize staff to cancel the
August 6 and August 20, 2024 regular City Council Meetings.

5. November 5, 2024 General Municipal Election. Adopt Resolution No. 2024-025 and 2024-026
calling for the General Municipal Election to be held on Tuesday, November 5, 2024, for
election of certain officers; requesting consolidation of the election; and establishing candidate
statement regulations.
6. Adoption of Ordinance No. 2024-008 and Resolution No. 2024-021. Approve adoption of
Ordinance No. 2024-008 (Second Reading), adding Chapter 12.24, “Limitation on Use of City
Property”, to the Chino Municipal Code and approve Resolution No. 2024-021 establishing
limits on access to City owned or controlled property.
ORDINANCE 2024-008 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CHINO, CALIFORNIA, ADDING CHAPTER 12.24 (LIMITATION ON USE OF CITY
PROPERTY) TO THE CHINO MUNICIPAL CODE
7. Approve a Service Agreement for Accela Migration and Upgrade to Software as a Service
(SaaS). Approve a Service Agreement with Accela, Inc. of San Ramon, California, in the
amount of $78,000.00 for the migration to Accela's Software as a Service (SaaS).
8. Notice of Completion - Street Rehabilitation Project - Pipeline Ave (ST162) and Traffic Signal
Modification Project - Grand Avenue at Spectrum East and West (TR171). Accept the Street
Rehabilitation Project – Pipeline Ave (ST162) and Traffic Signal Modification Project – Grand
Avenue at Spectrum East and West (TR171), with Sequel Contractor, Inc., Santa Fe Springs,
CA, Contract 2022-062 as complete.
PUBLIC HEARING
Prior to the vote of the City Council, any member of the audience will have the opportunity to
address Council on any items listed under Public Hearings. Council requests, but it is not
required, that you state your name and address prior to making any remarks.
9. Community Development Block Grant (CDBG) 2024-2025 Annual Action Plan. Conduct a
Public Hearing and Approve the 2024-2025 One-Year Action Plan for the CDBG Program.

RECOMMENDATION: 1) Conduct a public hearing to receive testimony and approve the
2024-2025 One-Year Action Plan for the Community Development Block Grant (CDBG)
Program; 2) carryover funds in the amount of $125,591.65 of unexpended funds from Program
Year 2022-2023, $31,500 (G6231) for the completion of the Economic Development Facade
Program and $219,256 for the completion of the Alley Improvement Project (SN240); 3)
authorize the City Manager to execute all required United States Department of Housing and
Urban Development (HUD) documents and submit the 2024-2025 CDBG One-Year Action Plan
to HUD; and 4) authorize staff to complete all federal environmental reviews per 24 Code of
Federal Regulations (CFR), Part 58.
NEW BUSINESS
10. Annual Contract Amendments/Renewals and Blanket Purchase Orders. Authorize the annual
contract amendments or renewals, issue blanket purchase orders, and authorize the City
Manager to execute all necessary documents on behalf of the City.

11. Award of Contract - Citywide Tree Trimming and Tree Maintenance Services. Award a
Professional Services Agreement to West Coast Arborists, Inc., Anaheim, CA for Citywide Tree
Trimming and Tree Maintenance Services in the amount of $999,976 with a five-year term.

RECOMMENDATION: Award a Professional Services Agreement with West Coast Arborists,
Inc., Anaheim, CA, for Citywide Tree Trimming and Tree Maintenance Services, in the amount
of $999,976 with a five-year term and authorize the City Manager to execute all necessary
documents on behalf of the City.
