PUBLIC ANNOUNCEMENTS
This is the time and place for the Mayor to inform the public of all upcoming events and past
occurrences of communitywide interest and concern.
PUBLIC COMMENTS
This is the time and place for the general public to address the City Council about subjects that
do not appear elsewhere on the agenda. Due to Council policy and Brown Act requirements,
action will not be taken on any issues not on the Agenda. Ordinance No. 97-08 (Chino Municipal
Code Section 2.04.090) limits speakers to no more than five (5) minutes in which to address
Council, except as provided under Government Code 54954.3(b)(2). If more than three (3)
persons seek to address the same agenda item or the same subject matter, the Mayor shall
establish a maximum period of time not to exceed thirty (30) minutes.
CONSENT CALENDAR
At this time, members of the public may present testimony as to why an item should be
removed from the Consent Calendar for separate discussion. Unless a member of the public or
City Council requests that an item be removed from the Consent Calendar, all items will be
acted upon as a whole and by one vote. Items placed on the Consent Calendar represent
routine expenditures and/or actions that support ongoing City operations.
1. Warrants. Approve expenses as audited and within budget for warrants 771206 to 771472, and
Electronic Fund Transfers 519488E to 519601E, totaling $7,288,503.22.
2. Minutes. Regular Meeting Minutes for June 18, 2024 (All Members Present).
3. Elected City Officials’ Report Regarding Travel, Training, and Meetings. Receive and file the
Elected City Officials’ Report reflecting City Council business related expenses incurred by the
City.
4. Seventh Street Community Theatre Facilities Use Agreement. Approve the Seventh Street
Theatre Facilities Use Agreement with the Chino Community Theatre/Chino Community
Children’s Theatre.

5. Lewis Companies Development Agreement Annual Compliance Certification. Approve Issuance
of a Certificate of Compliance to Certify the Chino Development Corporation, Chino Preserve
Development Corporation, and Chino Holding Company, LLC are in compliance with the
requirements of the Amended and Restated Development Agreement.
6. Professional Services Agreement - Hinderliter, de Llamas and Associates (HdL). Approve an
agreement with HdL in an amount not to exceed $140,000 annually for Sales Tax Audit and
Information Services with up to two, one-year extensions; and approve an additional
appropriation of $80,000 from the General Fund.
7. Resolution Amending the City's Classification Schedule. Approval of Resolution 2024-034 to
revise the City’s Classification and Compensation Schedule to conform with the City’s
Personnel Rules, P.O.S.T. and related matters.
8. Acceptance of Right of Way Dedication - Pine Avenue (Chino Preserve Development
Corporation). Accept the offer of right-of-way dedication for public street and utility purposes on
the south side of Pine Avenue.
9. Landscape and Streetlight Maintenance District Assessment for Fiscal Year 2024-25. Adopt
Resolution No. 2024-031 directing the filing of an annual report; adopt Resolution No. 2024-032
approving the Engineer's Report; and adopt Resolution No. 2024-033 declaring its intention to
order improvements for Assessment Districts.
10. Notice of Completion - Project No. SD223 - Storm Drain Rehab FY2021-22 Mountain Avenue at
Chino Avenue. Accept the SD223 Storm Drain Rehabilitation FY 2021-22 Mountain Avenue at
Chino Avenue Project as complete; release the retention funds following the 35-day lien period;
and authorize the Director of Public Works to file the Notice of Completion.
11. Acceptance of the CalRecycle SB 1383 Local Assistance Grant Program Funds (Greenhouse
Gas Reduction Fund). Authorize the acceptance of an award of funds in the amount of
$249,249 from the State Department of Resources Recycling and Recovery (CalRecycle) SB
1383 Local Assistance Grant Program (Greenhouse Gas Reduction Fund).
12. Award of Contract - PMK Associates, Inc., and Transtech Engineers, Inc., for As-Needed
Traffic Plan Check Services and Other Related Services. Award a Professional Services
Agreement to PMK Associates, Inc., Laguna Woods, CA, in the amount of $60,000 and
Transtech Engineers, Chino, CA, in the amount of $40,000 for as needed traffic plan check and
other related services.
13. Award of Contract - General Pump Company, Inc. for On-Call Well or Pump Repair Services.
Award a contract to General Pump Company, Inc., San Dimas, CA, for $138,400 for annual
on-call well or pump repair services; and authorize the City Manager to execute the necessary
documents on behalf of the City.
NEW BUSINESS
14. Award of Contract - Ayala Park Improvements Phase 1B - Softball Fields 1-4 Project (PK231).
Award a construction contract in the amount of $3,766,402.50 to Act 1 Construction, Inc.,
Norco, CA for Project PK231 and authorize $564,960 for project construction contingencies, for
a not-to-exceed potential contract amount of $4,331,362.50.

RECOMMENDATION: 1) Award a construction contract in the amount of $3,766,402.50 to Act
1 Construction, Inc., Norco, CA for the Ayala Park Improvements Phase 1B - Softball Fields
1-4 Project (PK231); 2) authorize expenditures of up to $564,960 for project construction
contingencies, for a not-to-exceed potential contract amount of $4,331,362.50; 3) appropriate
$2,006,400 to the Park Fund with backfill from the General Fund reserves for a revised project
budget of $4,777,400; and 4) authorize the City Manager to execute the necessary documents
on behalf of the City.

Council Committee Assignment Meetings that were held since the last Regular Council
Meeting, and any other items of interest. Upon request by an individual Council Member, the
