MINUTES CICERO TOWN COUNCIL MEETING
May 21, 2013, Town Hall 7:00 PM
Cicero Town Hall, 70 N. Byron Street
Call To Order: President Jerry Cook called the meeting to order and led the Pledge of Allegiance.
Mr. Brett Foster gave prayer. President Cook called for the roll call and the members of the Town
Council were present or absent as follows:

Approval of Prior Minutes:
Town Council Meeting Minutes for May 7, 2013 – Mr. Foster made a motion to approve
the Minutes for May 7, 2013. Mr. Schrumpf seconded, motion passed.
Approval of Agenda
Mr. Cook removed the items on Sewer Rates by Umbaugh. Mr. Schrumpf made a motion to
approve the agenda as amended. Mr. Hayden seconded, motion passed.
Approval of Claims
Mr. Hayden made a motion to approve the claims as presented. Mr. Schrumpf seconded,
motion passed.
Petitions by Citizens
Joe Katuin Addressed the Council regarding Lights Over Morse Lake.
1. Mr. Katuin informed the Council that the barge is secured for the Thursday, July 4th
Fireworks display
2. Mr. Katuin stated that on Friday night there will be a concert by the Flying Toasters.
The committee is working on the parking still but the Baseball club is probably going to
charge to park in their parking lot and the Cicero Christian Church in theirs. Still
working on some other options.
3. The Committee is still working on the balance sheet and should have it ready for the
next meeting.
4. Balloon Glow will be at the Cicero Christian Church on Saturday.
5. Mr. Katuin stated that all of the permits are in place.
6. They are still working on the Lights Over Morse Lake website.
7. On Saturday there will also be the kids carnival, basketball tournament, volleyball
tournament, and the corn hole tournament. Additionally, there will be the golf cart
pokey run and the talent show.
8. Mr. Katuin stated that Dave McGill would be the title sponsor.

Mr. Cook stated that that as long as they were working with the event committee everything
should be good.
President’s Report
President Cook stated that over the weekend the Council Proclaimed May 19th, 2013 as
“Christina Noble Day” and he would like to have this ratified at this time. Mr. Schrumpf
read the Proclamation. Mr. Schrumpf then made a motion to ratify the Proclamation. Mr.
Foster seconded, motion passed.
Council Committee Reports
There were none.
Legal Counsel Report- John & Aaron Culp:
Aaron Culp informed the Council of their new telephone number with Church Church Hittle
and Antrim. Mr. Culp stated that they should be out of their office by the end of Thursday.
Cicero/Jackson Township Plan Commission Report
Nothing.
Town Engineer Report
Mr. Bryant was not available but submitted the following written report:
1. S. Stringtown Pike Ballpark Walkway: The construction of this project is Substantially
Complete. The Contractor has performed additional cleanup, grading and reseeding
operations. This work will be inspected and the project should be able to close out soon.
2. Jackson Street Pedestrian Path Project: INDOT has currently scheduled the bid for July.
3. Cicero-Downtown Sewer Improvements (I&I): We have continued field survey, design,
plan preparation and other services to allow permitting and bidding of the project.
Mr. Comer informed the Council that Mr. Paul Utterback, president of the Storm Water
Utility Board signed the Task Order for the Washington and Wiley storm line the Town was
installing. The amount was not to exceed $5,000.
Old Business
There was none.
New Business
Council To Discuss Proposed Recycle and Anti-idling Policies For The Town.
Mr. Munoz stated that the Council had copies of the proposed Recycle and Anti-idling
Policies and that they state pretty much what the employees are doing currently. At the
Department meeting on Monday everyone was on board with the policies. If the Council
agrees we will add them to the Employees Personnel Handbook. The Council agreed that
they were good policies and to include them in the Handbook. Ms. Unger stated that she
would be sending them to Irwin, Waggoner, and Sheele for review and inclusion in the
revised Employee Personnel Handbook we have been working on. Approval of the
Handbook will come at completion.
Miscellaneous Business\
1. Mr. Foster informed the Council that he talked with Andy Miller, president of the HHASA
regarding the water issue. Evidently there is a leak and they are having Brian Hunter look
into it. Mr. Foster stated that while he was talking to Mr. Miller a couple of questions came
up.

a. Mr. Miller wanted to know what happened to the fill dirt the baseball league had to
fill hole. Mr. Comer stated that it was still there but the tarp was missing. Mr.
Comer did not know what happen to the tarp, but the dirt was still there.
b. Second, Mr. Miller inquired about the lime that was spread on the ground around the
tower. Mr. Comer stated that is was not lime but Dusty 12s which is very powdery
and is required for the trails.
c. Mr. Comer stated that the Town is working to get a set of keys for the building.
Comments from the Public
1. Art Hall addressed the Council. He stated that he wanted to thank the Town, Mr. Comer,
and his staff for their work on the lake cleanup over the weekend. They had more than 25
volunteers and Mr. Comer stated that they took about 10 dump truck loads of wood to Green
Cycle.
2. There was a discussion on how to keep the debris out of the area where the Town docks are
on the east side of the lake. Mr. Comer said that Mr. Bryant addressed it when the docks
were being built but really doesn’t have a solution. Mr. Hall thought perhaps some fencing
could be put up to keep it from washing into that area. Mr. Cook was concerned about a
boat getting into the fencing. Mr. Cook asked everyone to think about it and if they came up
with an idea to bring it back to the Council. Mr. Hall stated that the Morse Lake Waterways
Association was meeting and he would see if anyone had some thoughts on it.

Mr. Foster made a motion to adjourn the Town Council Meeting. Ms. Hartley seconded. Motion to
adjourn passed.
