TOWN COUNCIL MEETING MINUTES
March 18, 2014
At 7:00 PM
Call To Order: President Dennis Schrumpf called the meeting to order and led the Pledge of
Allegiance. Mr. Foster gave the prayer. President Schrumpf called for the roll call and the
members of the Town Council were present or absent as follows:

President Schrumpf declared a quorum present.

Aaron Culp, Town Attorney
Keith Bryant, Town Engineer
Paul Utterback, Storm Water Management Board President
Approval of Agenda:
Ms. Hartley made a motion to approve agenda as presented. Mr. Cook seconded, motion
passed
Approval of Prior Minutes:
Town Council Executive Session, March 4, 2014, 6:30 PM- Ms. Hartley made a
motion to approve the executive session minutes as presented. Mr. Cook seconded,
motion passed
Town Council Meeting Minutes, March 4, 2014, 7:00 PM – Ms. Hartley made a
motion to approve the March 4th, 2014 minutes as presented. Mr. Foster seconded,
motion passed.
Approval of Claims:
Mr. Hayden made a motion to approve the claims as presented. Mr. Cook seconded,
motion passed.
Petitions by Citizens:
There were none.
President’s Report:
Mr. Schrumpf discussed the Proclamation declaring April as the Month of the Military
Child. Ms. Hartley made a motion to approve the Proclamation declaring April as the
Month of the Military Child. Mr. Foster seconded, motion passed.

Council Committee Reports:
There were none.
Legal Counsel Report-Aaron Culp:
Mr. Culp informed the Council that Church Church Hittle and Antrim is assessing the
damage done by the Legislator.
1. There is a change in the TIF procedures
2. The vehicle for beginning the phase out of Indiana’s personal property tax, passed
with a number of local options to eliminate taxes on business personal property. This
will be managed by the COIT Board. There is no revenue replacement in the bill.
3. Prevention of Annexation did not pass.
4. Law has changed regarding inspection of rental properties.
Mr. Culp stated that he will have more after they have time to assess everything.
Cicero/Jackson Township Plan Commission Report-Mr. Munoz
1. Mr. Munoz stated that he and Mr. Schrumpf attended the Quality of Life workshop
presented by IACT today. They discussed economic development and financing
options.
2. Mr. Munoz stated that he and Mr. Aaron Culp will be doing a workshop for ADA
Coordinators for IACT on the 30th of March.
Town Engineer Report-Mr. Keith Bryant –
Mr. Bryant addressed the following:
1. Jackson Street Pedestrian Path Project – Mr. Bryant stated that the bridge span has
been set and they have started installing the cement sections on the rest of the spans.
Mr. Bryant stated that they would be finished by June 15 or earlier.
2. Cicero-Downtown Sewer Improvements (I&I): Mr. Bryant stated that CAT was back
in Town and distributed a diagram of what has been completed and where they are
currently working. Mr. Bryant stated that CAT most likely will ask for an extension
in time to complete the project due to the severe winter conditions during which they
could not work.
Old Business:
Council To Consider Fair Housing Ordinance 03-18-2014-1 And Approve President
Schrumpf Signing.
Mr. Culp stated that OCRA requires that the Town have the most recent Fair Housing
Ordinance passed when applying for a grant. This goes along with the grant that Cicero
is applying for to replace waterlines in Hidden Bay. Mr. Foster made a motion to
approve Fair Housing Ordinance 03-18-2014-1 allowing Mr. Schrumpf to sign. Mr.
Cook seconded, motion passed.
New Business
Council To Make Appointments To Fire Merit Commission
President’s Appointment – President Schrumpf stated that Mr. Greg Bowman has agreed to serve
another term and therefore Mr. Schrumpf appointed Greg Bowman to the Fire Merit
Commission.

Council Appointment – Chief Peachey stated that Mr. Mark Heaver has agreed to serve another
term. Mr. Foster made a motion to appoint Mark Heaver to the Fire Merit Commission. Mr.
Cook seconded motion passed.
Mr. Schrumpf noted that Mr. Lonnie Whitehead was also appointed by the Cicero Fire
Department.
Council To Approve Proceeding With Additional Appropriations For Park And MVH.
Ms. Hartley made a motion to approve Ms. Unger to proceed with advertising for the
requested Additional Appropriations for Park and MVH. Mr. Hayden seconded, motion
passed.
Miscellaneous
1. Mr. Cook noted that we had Mark Heirbrandt, one of the Hamilton County
Commissioners, in attendance this evening.

Mr. Foster made a motion to adjourn the Town Council Meeting. Mr. Hayden seconded. Motion
to adjourn passed.
