Petitions by Citizens:
Brett Ravenscroft addressed the Council inquiring about the Noise Ordinance that they were
working on. Mr. Hayden informed Mr. Ravenscroft that Chief Hildebrand offered the Lazy
Frogg a temporary permit for weekends until the Town worked out the details of the Ordinance.
Mr. Culp stated that the Town wants to make sure it is written correctly so that it will apply
Town wide. The temporary permit would be for each weekend as to not interfere with the Lazy
Frogg doing business. Mr. Hayden stated that with the temporary permit the Town would be
able to do some testing and checking of decibel levels and work on determining what would
work for us. There would also be criteria in the ordinance determining duration, hours, and
sound level of the music/noise. These things are all being discussed. Major Hunter stated that
with the temporary permit they were hoping to listen to and get decibel levels in several
locations. Major Hunter stated that they have not received a request from Lazy Frogg for a

temporary permit at this time. Mr. Culp stated that the Town did not want to adopt an
ordinance and then have someone always being in violation.
Gregg Boyd stated that he has met with Chief Hildebrand and was informed of the temporary
permit with advance notice. Mr. Boyd stated that it would be difficult to organize an audience
and musicians at this late date and he is not sure that they could do anything at this time. Mr.
Boyd stated that he did not realize the temporary permit would be a stepping stone, and the
only possible night he could utilize might be Halloween. Mr. Boyd stated that you could not
please 100% of the people all of the time. Mr. Culp stated that the temporary permit was a
simple application. Mr. Culp stated that the ordinance may be ready but they wanted to check
decibel levels before it is finished, therefore it may not get completed until Spring.
