TOWN OF CICERO TOWN COUNCIL MEETING MINUTES WEDNESDAY, JUNE 3, 2020 at 7:00 PM Call to Order: President Strong called the meeting to order, led the Pledge of Allegiance and Mr. Taylor gave the prayer. President Strong called for the roll call and the members of the Town Council were present or absent as follows: Present: Chad Amos Absent: Jerry Cook Chris Lutz Jack Russell Dan Strong President Strong declared a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Sam Haymaker, Park Superintendent Terry Cooper, Street & Utilities Director Jim Hunter, Police Chief Lance Overholser, Fire Chief C.J. Taylor, Cicero/Jackson Township Plan Commission Director Aaron Culp, Town Attorney Keith Bryant, Town Engineer Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Russell made a motion to approve the agenda as amended. Mr. Lutz seconded, motion passed. Approval of Prior Minutes: Town Council Zoom Meeting May 19, 2020, 7:00 PM Mr. Russell made a motion to approve the prior minutes listed above. Mr. Cook seconded, motion passed. Approval of Claims: Mr. Russell made a motion to approve claims dated 6/3/2020. Mr. Lutz seconded, motion passed. Council Committee Reports: 1. OTC Report – Nothing 2. EDC Report – Nothing, the meeting for tonight was cancelled. 3. SWU Management Board Report – Nothing Legal Counsel Report- Aaron Culp: Mr. Culp stated that a property owner (Anderson) has filed a lawsuit against the HOA in Stillwater Cove in regard to Wellworth Drive and has included R N Thompson & Northstar Development. 1 Cicero/Jackson Township Plan Commission Report-C.J. Taylor Permit Revenue: May 2020 = $6,648 YTD: $32,694 May 2019 = $17,279 YTD: $29,672 Difference: Month = $10,631 YTD: $3,022 A total of 34 building permits for May 2020. Twenty-six inside corporate limits (of which 3 are new homes). Eight in Jackson Township (of which 0 are new homes). Mr. Taylor is working with Mr. Culp to remove some unsafe buildings. Town Engineer Report-Mr. Keith Bryant – 1. Update on E. Jackson Street Project - Mr. Bryant gave a brief update about East Jackson Street. Most of the punch list is finished and they are trying to wrap it up for final pay. 2. Tamarack – Mr. Bryant said that Section 2 construction continues and is going well. Section 3 is under review because what was accepted is not what happened. 3. I & I Project – Mr. Bryant stated that spot repairs are done with the exception of Stringtown Pike. They will come back and finish. They are hoping to wrap the project up in approximately four weeks. Old Business: There was none. New Business 1. Park Storage Building – Mr. Haymaker presented to the council his plan to fund a new pole barn to replace the two storage sheds at the Parks Department. After a lengthy discussion, Mr. Amos made the motion to table the discussion. Mr. Cook seconded, motion passed. 2. Grant Update – President Strong gave a brief description of the Cicero Small Business COVID-19 Grant process and applicants. There will be more information to follow. 3. Mutual Aid (Utility) to Arcadia – Mr. Cooper found the Mutual Aid Agreement for Water/Wastewater that Cicero joined in 2016. The council and Mr. Culp had a brief discussion concerning the terms and conditions of the agreement. 4. Budget – Ms. Gary to schedule department head meetings with the council at the 6/11/2020 Staff Meeting on 6/11/20 in 30-minute increments starting at 6:00 PM. 5. Council to Consider Resolution 06-03-2020-1 Transfer of Funds for Plan Commission – Mr. Amos made a motion to approve Resolution 06-03-2020-1. Mr. Lutz seconded, motion passed. 6. United Consulting Invoice #1990401-13 – I & I Reduction – Mr. Lutz made a motion to pay invoice #1990401-13. Mr. Russell seconded, motion passed. 7. Town Property – Mr. Hoover distributed a handout which outlined his plan to purchase property that currently belongs to the Town of Cicero located on the corner of Cass and Short Streets. After discussion, the council agreed that they are not ready to sell the properties as they do not have a plan for them. 8. East Jackson Parking - Parking on East Jackson continues to be a problem. Mr. Lutz had an update concerning the current situation. Chief Hunter agreed to look into having a sign put up to try to rectify the problem. 2 9. Lake Clean-Up – Dave Vanette advised that lake clean-up will be 7/18/20. He said that Morse Waterways Assoc. has been providing this service for 15 years and will continue as long as they can. President Strong told them that the town appreciates it and thanked them for their service. 10. Pool – Mr. Russell stated that his concerns were addressed earlier. Miscellaneous: There was nothing.
