TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, JUNE 16, 2020 at 7:00 PM Call to Order: President Strong called the meeting to order and led the Pledge of Allegiance. Mr. Taylor gave the prayer. President Strong continued with roll call. Members were present or absent as follows Present: Chad Amos Absent: Jack Russell Jerry Cook Chris Lutz Dan Strong President Strong declared a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Sam Haymaker, Park Superintendent Terry Cooper, Street & Utilities Director Jim Hunter, Police Chief C.J. Taylor, Cicero/Jackson Township Plan Commission Director Aaron Culp, Town Attorney Approval of Agenda: Mr. Amos made a motion to approve the agenda as amended. Mr. Lutz seconded, motion passed. Approval of Prior Minutes: Town Council Meeting June 3, 2020, 7:00 PM Mr. Amos made a motion to approve the prior minutes listed above. Mr. Cook seconded, motion passed Approval of Claims: Mr. Lutz made a motion to approve claims dated 6/16/2020. Mr. Amos seconded, motion passed. Council Committee Reports: 1. OTC Report – Nothing 2. EDC Report – Nothing 3. SWU Management Board Report – Mr. Freeman was not available this evening, but called in earlier to report that he had nothing to add to the agenda. Legal Counsel Report- Aaron Culp: Nothing Cicero/Jackson Township Plan Commission Report-C.J. Taylor - Nothing Town Engineer Report-Mr. Keith Bryant – 1. East Jackson Street Project: The contractor Schutte – Lookabill (SLC) is nearly done with the original punch list work. We are pushing to get all final information from them to get this project closed -following Town consideration of the final numbers and time extension request. 1 2. MI Homes / Tamarack Development: Section 2 construction work continues with sanitary sewer installation. We issued comments to the resubmittal for Section 3 resubmittal on June 5, 2020. We are awaiting responses. 3. I & I Reduction Project: The contractor (3D) continues with restoration and an additional spot repair found with the video work to do. The lining subcontractor (SAK) is on week 2 of their lining and it has gone well reportedly. Additional yard and drive restoration have occurred. As discussed, a line segment on Bay Shore Drive cannot be lined due to a needed spot repair that is too close to the house. We are looking at replacement with a new alignment or pipe bursting – we just today received the proposal from 3D on the pipe bursting and it is under review. We have asked for an updated schedule including the manhole lining. Once we have more firm numbers and final scope for some of these items, we can revisit the remaining funds and sewer options to use them. Old Business: None New Business 1. Charlie Cambre Day 6/27 – Friends of the Park asked that 6/27 be designated Charlie Cambre Day. The council agreed. Mr. Culp will draw up a resolution. 2. HVAC – Chief Hunter reported that the air conditioner at the police station is running for now as it has been on the brink. He stated that it is 27 years old and probably time for a new one. The council agreed that a replacement is in order. Mr. Amos made a motion to approve up to $4,000.00 for a new HVAC system. Mr. Cook seconded, motion passed. 3. HHASA – Baseball Fields – Invoices – Mr. Lutz explained about the increase in SWU fees. Mr. Amos made a motion to pay the past due SWU fees as well as continue paying for future fees for the baseball field. Mr. Cook seconded, motion passed. 4. Tamarack PUD Amendment – Mr. Isaacs presented M/I Homes PUD modification plan. Mr. Amos made a motion to approve Ordinance No. 06-16-2020-01 (An Ordinance of the Town of Cicero and Jackson Township, Hamilton County, Indiana Concerning Amendment to the Unified Development Ordinance). Mr. Isaacs is to contact Mr. Wilson to try and acquire right of way to connect the trail. Mr. Cook seconded, motion passed 3-1 with Mr. Lutz voting nay. 5. Storage Barn – Mr. Haymaker presented quotes to the council for a new storage barn. Mr. Amos made a motion to table until funds are secured. Mr. Cook seconded, motion passed. 6. Town Liability Insurance – Ms. Gary presented quotes for the town’s liability insurance which were received from Walker Hughes. Mr. Cook made a motion to accept Ms. Amour’s recommendation for the town’s liability insurance. Mr. Amos seconded, motion passed. Miscellaneous: President Strong stated that there has been a change to the MPO in that there will be no applications for projects until 2021 for 2025/2026.
