TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, JULY 21, 2020 at 7:00 PM Call to Order: President Strong called the meeting to order and led the Pledge of Allegiance. Mr. Taylor gave the prayer. President Strong continued with roll call. Members were present or absent as follows Present: Chad Amos Absent: Jerry Cook Chris Lutz Jack Russell Dan Strong Declare a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Sam Haymaker, Park Superintendent Terry Cooper, Street & Utilities Director Jim Hunter, Police Chief Lance Overholser, Fire Chief C.J. Taylor, Cicero/Jackson Township Plan Commission Director Aaron Culp, Town Attorney Keith Bryant, Town Engineer Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Amos made a motion to approve the agenda as amended. Mr. Russell seconded, motion passed. Approval of Prior Minutes: Town Council Meeting July 7, 2020, 7:00 PM Mr. Lutz made a motion to approve the July 7, 2020 Town Council Meeting Minutes as presented. Mr. Cook seconded, motion passed. Approval of Claims: Mr. Amos made a motion to approve claims dated 7/21/2020. Mr. Lutz seconded, motion passed. Council Committee Reports: 1. OTC Report – Nothing. 2. EDC Report – Mr. Lutz said that he will send out info after the council meeting tonight. 3. SWU Management Board Report – Mr. Freeman stated that Mr. Cooper is in the process of getting updated bids for the stormwater issues as the bids we have are over a year old. He will inform council of same once available. 1 Legal Counsel Report- Aaron Culp: 1. Mr. Culp advised that the stormwater appeal has been withdrawn. 2. Mr. Culp advised the council that the property located at 146 Sunset Ct has been sold to an LLC. He believes that they are closing this week. Once recorded, he will send a notice and hopes to not proceed with the actual hearing. Cicero/Jackson Township Plan Commission Report – Mr. Taylor had nothing. Town Engineer Report-Mr. Keith Bryant – 1. Update on E. Jackson Street Project – Mr. Bryant advised that E Jackson Street is finished. He is awaiting final paperwork. 2. Tamarack – Work continues in Section 3. There have been some changes and they are under review. 3. I & I Project – Mr. Bryant advised that if all goes well, the lining should be finished this week. The project on Bayshore Drive is scheduled. Mr. Amos made a motion to (verbally) approve the change order up to $34,000.00 contingent upon the assessment of the situation once they explore the area. 4. Asset Management Plan – The council agreed to sign the AMP that Mr. Bryant presented at the previous council meeting. Old Business: 1. Mr. Green – Thanked the town and Mr. Bryant for responding to his drainage issue. New Business: 1. Grant Program – President Strong gave a brief update about the COVID-19 Grant. Miscellaneous: 1. Mr. Cooper stated that he has a request from Mr. Cox with the EDC to place an antenna on a lamp post at the pocket park for On Ramp. After a brief discussion, the council doesn’t have a problem with that. 2. Mr. Russell advised that there is a job opportunity available in the Parks Dept for an administrative assistant. Ms. Gary will work with Mr. Haymaker and Mr. Russell to put together a job description. Mr. Amos made a motion to table. Mr. Russell seconded, motion passed. 3. Mr. Freeman asked about the timeline for the construction on 236th Street. President Strong thinks that the first phase that just began is going to be about 150 days. Phase two immediately following will be about 150 days as well. Comments by Citizens: There were none. Motion to Adjourn: Mr. Amos made a motion to adjourn. Mr. Lutz seconded, motion passed.
