TOWN OF CICERO
TOWN COUNCIL MEETING MINUTES
TUESDAY, NOVEMBER 4, 2020 at 7:00 PM
Call to Order: President Strong called the meeting to order and led the Pledge of Allegiance.
Mr. Taylor gave the prayer. President Strong continued with roll call. Members were
present or absent as follows:

President Strong declared a quorum present.

Approval of Agenda: Mr. Russell made a motion to approve the agenda as presented. Mr. Lutz
seconded, motion passed.
Approval of Prior Minutes:
Town Council Staff Meeting Minutes, October 15, 2020, 7:00 PM
Town Council Meeting Minutes, October 20, 2020, 7:00 PM
Mr. Amos made a motion to approve the minutes listed above. Mr. Lutz
seconded, motion passed.
Approval of Claims: Mr. Amos made a motion to approve claims dated 11/4/2020. Mr.
Russell seconded, motion passed.
Council Committee Reports:
1. OTC Report – Mr. Russell stated that he had nothing to report.
2. EDC Report – Mr. Lutz stated that the EDC did not meet as scheduled, but will meet in
December.
3. SWU Management Board Report – Mr. Freeman stated that the SWU Board has a year-
end meeting scheduled for 11/17/2020.

Legal Counsel Report – Aaron Culp:
1. Adoption of COVID-19 Policy – Mr. Amos made a motion to adopt the COVID -19
Operations Policy. Mr. Lutz seconded. President Strong continued with a roll call vote
with all present council members voting yes.
2. Bond Council for Waterworks Financing – After a brief discussion, Mr. Lutz made a
motion to allow President Strong permission to sign the legal contract with Barnes &
Thornburg for legal bond counsel. Mr. Amos seconded, motion passed.
Cicero/Jackson Township Plan Commission Report – CJ Taylor – November 2020
Permit Revenue: October 2020 = $15,809 YTD: $92,183
October 2019 = $7,791 YTD: $59,735
Difference: Month = $8,018 YTD: $24,657
A total of 31 building permits were issued in October 2020. Twenty were inside
corporate limits (12 were new homes). Eleven were issued in Jackson Township (2 were
new homes).
M I Homes has obtained permits for the construction of 27 homes in Section 2 of
Tamarack. They hope to start construction in Section 3 if they can get some of the streets
paved before winter.
The Plan Commission is scheduled to review Construction Plans and review the Final
Plat for Section 4 of Tamarack at the November 10th meeting.
Town Engineer Report – Keith Bryant –
1. Tamarack – Mr. Bryant echoed Mr. Taylor’s input (above) about Section 2 and 3. And
added that: a) Section 3 sanitary sewers are going in, b) they are working on the streets
in Section 3 and c) Section 4 engineer is working with Hamilton County for the drainage,
but he has yet to get a response from his early October review letter.
2. I & I Project – Change Order 2 was approved at a prior meeting. Mr. Bryant hopes to
have this additional work completed by the end of the month.
Old Business:
1. Kiosk – Mr. Lutz stated EDC has no interest in continuing with the kiosk. Mr.
Russell stated that OTC has no interest either. Council is in favor of removal.
New Business:
1. Intro to Ordinance for Utility Fees – After a brief discussion, Mr. Russell made a
motion to table until Mr. Rogers with Baker Tilly can be present to offer some input
to unanswered questions. Mr. Amos seconded, motion passed.
2. 2021 Holiday Schedule – Ms. Gary distributed the 2021 holiday schedule. Mr. Lutz
made a motion to approve the 2021 holiday schedule. Mr. Russell seconded, motion
passed.
3. Holiday Luncheon – Ms. Gary stated that the holiday luncheon is scheduled and
invited the council to attend.
4. Salary Ordinance 11-04-2020-1 – Mr. Amos made a motion to approve Salary
Ordinance No. 11-04-2020-1. Mr. Russell seconded, motion passed.
5. Transfer Resolution 11-04-2020-2 – Mr. Amos made a motion to approve Resolution
No. 11-04-2020-2. Mr. Lutz seconded, motion passed.

6. Water Shutoff Ordinance 11-04-2020-3 – President Strong noted that this ordinance
has been on and off the table for some time and would like to get it resolved. After
discussion, Mr. Amos made a motion to table. Mr. Lutz seconded, motion passed.
7. Water Wastewater Budget Ordinance 11-04-2020-4 – Mr. Lutz made a motion to
approve Ordinance 11-04-2020-4. Mr. Amos seconded, motion passed.
Miscellaneous: Mr. Amos made a motion to approve 2021 Council and Staff Meeting dates as
needed. Mr. Russell seconded, motion passed.
Comments by Citizens: There were none.
Motion to Adjourn: Mr. Lutz made a motion to adjourn. Mr. Russell seconded, motion passed.
