TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, FEBRUARY 16, 2021 at 7:00 PM Call to Order: President Strong called the meeting to order and lead the Pledge of Allegiance. Mr. Taylor gave the prayer. Mr. Strong called for roll call. Members of the Town Council were present or absent as follows: Present: Chad Amos Absent: Jerry Cook Chris Lutz Jack Russell Dan Strong Declare a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Jim Hunter, Police Chief Lance Overholser, Fire Chief C.J. Taylor, Cicero/Jackson Township Plan Commission Director Aaron Culp, Town Attorney Keith Bryant, Town Engineer – via Zoom Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Amos made a motion to approve the agenda as amended. Mr. Lutz seconded, motion passed. Approval of Prior Minutes: Town Council Retreat Memorandum, February 2, 2121, 5:30 PM Town Council Meeting Minutes, February 2, 2021, 7:00 PM Mr. Lutz made a motion to approve the minutes listed above. Mr. Cook seconded, motion passed. Approval of Claims: Mr. Amos made a motion to approve claims dated 2/16/2021. Mr. Lutz seconded, motion passed. Council Committee Reports: 1. OTC Report – Nothing. 2. EDC Report – Mr. Lutz stated that there will soon be a new council appointment to EDC. 3. SWU Management Board Report – Nothing Legal Counsel Report – Mr. Culp had nothing to report. Cicero/Jackson Township Plan Commission Report – Mr. Taylor had nothing to report. 1 Town Engineer Report – Keith Bryant – 1. Tamarack – Section 3 storm sewer installation continued last week, but the weather has shut them down this week. We also witnessed successful testing on a portion of the water mains last week. They are hoping to continue the storm sewer installation next week, depending on the weather. 2. I & I Project – Mr. Bryant stated that he is still waiting feedback from Duke and 3D has been nonresponsive. 3. Mr. Bryant, President Strong and Mr. Cook are meeting with Peerless Midwest next week to discuss possible well sites. Old Business: 1. Docks – President Strong asked the council if they are in favor of granting Mr. Schiedel’s appeal. By a vote of 4-1, the appeal was denied. Mr. Lutz was the only member to vote in favor of the appeal. 2. Water Shutoff Ordinance – Mr. Culp advised council that he has revised the town’s water ordinance. Council was given a copy to review. President Strong asked Ms. Gary to add it to the next council agenda for a vote. New Business: 1. ADA Compliance – ADA Coordinator, CJ Taylor advised the council of the town’s ADA Transition Plan. He had a handout that included the steps to keep the Town of Cicero compliance. He intends to follow up and monitor the transition plan as needed. Miscellaneous: There was nothing.
