TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, MARCH 2, 2021 at 7:00 PM Call to Order: President Strong called the meeting to order and lead the Pledge of Allegiance. Ms. Gary gave the prayer. Mr. Strong called for roll call. Members of the Town Council were present or absent as follows: Present: Chad Amos Absent: Jerry Cook Chris Lutz Jack Russell Dan Strong Declare a Quorum Present: President Strong declared a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Lance Overholser, Fire Chief C.J. Taylor, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Sam Haymaker, Park Superintendent Aaron Culp, Town Attorney Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Lutz made a motion to approve the agenda as amended. Mr. Cook seconded, motion passed. Approval of Prior Minutes: Town Council Retreat Memorandum, February 11, 2021, 5:30 PM Town Council Executive Meeting Memorandum, February 11, 2021, 6:15 PM Town Council Staff Meeting Minutes, February 11, 2021, 7:00 PM Town Council Retreat Memorandum, February 16, 2021, 5:30 PM Town Council Meeting Minutes, February 16, 2021, 7:00 PM Mr. Amos made a motion to approve the minutes listed above. Mr. Russell seconded, motion passed. Public Hearing – COVID-19 Grant Mr. Amos made a motion to open the public hearing. Mr. Russell seconded, motion passed. Ms. Henderson read aloud the public hearing notice, Ms. Kmicikewycz gave a brief description of the Community Development Block Grant program (CDBG). Mr. Jenkins, CEO of Cicero’s Hope Center, was present and gave a brief into. He looks forward to doing business with the town. Mr. Russell made a motion to close the public hearing. Mr. Cook seconded, motion passed. Mr. Amos made a motion for President Strong to sign the Resolution Authorizing Application Submission and Local Match Commitment as well as the CDBG Signature Page. Mr. Lutz seconded, motion passed. 1 Approval of Claims: Mr. Lutz made a motion to approve claims dated 3/2/2021. Mr. Amos seconded, motion passed. Council Committee Reports: 1. OTC Report – Nothing to report. 2. EDC Report – On Ramp is to remove the Kiosk transmitter this week. Mr. Lutz reported that the 3/3/21 meeting is cancelled, but will be rescheduled for the following week. 3. SWU Management Board Report – Mr. Freeman stated that the SWU is meeting next week to discuss upcoming projects. Legal Counsel Report – Mr. Culp stated that Lennar Homes has contacted him to pursue annexation along with a Water and Sewer Agreement. Cicero/Jackson Township Plan Commission Report – CJ Taylor Permit Revenue: February 2021 = $12,576 YTD: $23,020 February 2020 = $5,363 YTD: $11,623 Difference: Month = $7,213 YTD: $11,397 A total of 25 building permits were issued in February 2021. Twenty were inside corporate limits (of which 11were new homes). Five were issued in Jackson Township (of which 0 were new homes). As of 2/28/21, 64 of 76 available lots in section 1 and 48 of 56 available lots in section 2 of Tamarack for a total of 112 lots have been permitted. M/I has started selling lots in a portion of section 3. Town Engineer Report – Keith Bryant – 1. Tamarack – a. Section 3: Construction work including sanitary, water and storm sewer installation continues but not a lot has been done since the last meeting due to the weather (very wet). They are working on storm sewers this week. At this time, the sanitary sewers are approximately 98% complete, water is approximately 40% complete, storm sewers are approximately 60% complete and they have placed road base in about 30% of the roadway. b. Section 4: The developer is expected to begin construction in the spring of 2021. 2. I & I Project – The contractor, 3D, has completed all work. They are in discussions with the 3rd party collection agency for Duke Electric. We are waiting for this to be completed in order to resolve the final claim. 3. West Well Field: Terry, Dan, Jerry and I met with Peerless Midwest last week. We are awaiting a proposal for the initial phase of the test wells. We hope to have it for review this week. Old Business: 1. Water Ordinance No. 03-02-2021-1 – Mr. Russell made a motion to table this ordinance. Mr. Lutz seconded, motion passed. New Business: There was none. 2 Miscellaneous: Chief Overholser gave an update on the boat. Mr. Amos asked that he and Chief Hunter get the title and value for insurance purposes. Comments by Citizens: Mr. Owen Biddle and Mr. Nathan Vann with Boys Scout Troop 103 were in attendance this evening. The council thanked them for being there as well as their concern for their community. Motion to Adjourn: Mr. Amos made a motion to adjourn. Mr. Russell seconded, motion passed.
