TOWN OF CICERO
TOWN COUNCIL MEETING MINUTES
TUESDAY, MARCH 16, 2021 at 7:00 PM
Call to Order: President Strong called the meeting to order and lead the Pledge of Allegiance.
Mr. Taylor gave the prayer. Mr. Strong called for roll call. Members of the Town
Council were present or absent as follows:

Declare a Quorum Present: President Strong declared a quorum present.

Approval of Agenda: Mr. Russell made a motion to approve the agenda as amended. Mr. Lutz
seconded, motion passed.
Approval of Prior Minutes:
Town Council Meeting Minutes, March 2, 2021, 7:00 PM
Town Council Retreat Memorandum, March 6, 2021, 8:00 AM
Mr. Russell made a motion to approve the minutes listed above. Mr. Amos
seconded, motion passed.
Approval of Claims: Mr. Cook made a motion to approve claims dated 3/16/2021. Mr. Russell
seconded, motion passed.
Council Committee Reports:
1. OTC Report – Nothing
2. EDC Report – Mr. Amos made a motion to appoint Dagny Zupin to the EDC. Mr.
Russell seconded, motion passed. Mr. Amos to replace Mr. Lutz on the EDC.
3. SWU Management Board Report – Mr. Freeman reported that the SWU Board met last
week and has opted to pursue the Brinton Street project. He also stated that the sump
pump issue on Morse Landing Drive was put on the back burner as it is not a safety issue.
He did say maybe by the end of the year they could revisit it. Mr. Freeman also stated
that the SWU Board approved a donation of $2,000.00 to the Friends of the Park to
purchase rain barrels.

Legal Counsel Report – Aaron Culp: Mr. Culp touched on new legislation regarding main
extension rules.
Cicero/Jackson Township Plan Commission Report – Mr. Taylor had nothing.
Town Engineer Report – Keith Bryant –
1. Tamarack – Work in Section 3 continues, but is slow due to weather. Section 4 has been
approved through the Plan Commission. Mr. Bryant believes that the developer will
request a preconstruction meeting in the near future.
2. I & I Project – Not much, nothing has been resolved regarding the Duke claim with the
contractor.
Old Business:
1. Water Ordinance No. 03-02-2021-1 – Mr. Lutz made a motion to approve Ordinance
No, 03-02-2021-1. Mr. Amos seconded, motion passed.
New Business:
1. Parks Administrative Assistant – Mr. Lutz made a motion to table. Mr. Cook
seconded, motion passed. President Strong asked Ms. Gary to add to 4/6/21 agenda.
2. Test Wells – Mr. Lutz made a motion to accept proposal and allow President Strong
to sign agreement. Mr. Cook seconded, motion passed.
3. Additional Utility Employee – Mr. Amos made a motion to allow Mr. Cooper to start
the interview process for hiring a utility employee. Mr. Russell seconded, motion
passed.
4. Salt Barn – Mr. Cook made a motion to allow Mr. Cooper to get three quotes for a
salt barn. Mr. Russell seconded, motion passed.
5. COVID 19 Payment – Mr. Amos made a motion to approve Ordinance No. 03-16-
2021-1. Mr. Lutz seconded, motion passed.
6. Sewer/Water Request – 7670 E 236th Street – After a lengthy discission, it was
decided that the council would give it some thought and discuss it at the next council
meeting (4/6/21).
7. N/R Fund Sports Complex – Mr. Russell discussed the two handouts (Sports
Complex and Cicero Parks Rules and Regulations Red Bridge Marina). At the end of
discussion, it was tabled until the 4/6/21 council meeting.
Miscellaneous: Nothing.
Comments by Citizens: (moved to top of the agenda) Mr. Greg Pritz introduced Mr. Jim
McGoff with IFA (Indiana Finance Authority). Mr. Goff distributed a power point
presentation and went through it describing:
1. The IFA Loan and Grant Programs
2. Cicero’s current SRF Loan
3. Pollution Impacts
4. Cicero’s Stormwater Pipe into Morse Reservoir
5. Morse Reservoir Watershed Management Plan
6. Stormwater Management and Funding

Mr. Goff ended the presentation with some key takeaways. Ms. Linda Wilgus stated
that she is in favor or a healthy lake. In the end, Mr. Amos made a motion to table
this to do further research. Mr. Cook seconded, motion passed.
Motion to Adjourn: Mr. Russell made the motion. Mr. Cook seconded, motion passed.
