TOWN OF CICERO
TOWN COUNCIL MEETING MINUTES
TUESDAY, APRIL 6, 2021 at 7:00 PM
Call to Order: President Strong called the meeting to order and lead the Pledge of Allegiance.
Mr. Taylor gave the prayer. Mr. Strong called for roll call. Members of the Town
Council were present or absent as follows:

Declare a Quorum Present: President Strong declared a quorum present.

Approval of Agenda: Mr. Amos made a motion to approve the agenda as amended. Mr. Cook
seconded, motion passed.
Approval of Prior Minutes:
Town Council Retreat Memorandum, March 2, 2021, 5:30 PM
Town Council Special Meeting Minutes, March 2, 2021, 6:30 PM
Town Council Meeting Minutes, March 16, 2021, 7:00 PM
Mr. Russell made a motion to approve the minutes listed above. Mr. Amos
seconded, motion passed.
Approval of Claims: Mr. Amos made a motion to approve the claims dated 4/6/2021. Mr.
Cook seconded, motion passed.
Council Committee Reports:
1. OTC Report – Nothing.
2. EDC Report – Nothing.
3. SWU Management Board Report – Nothing.
Legal Counsel Report – Mr. Amos made a motion to approve both agreements for legal
services with Tom Pitman for the Main Extension Matter and Services as Bond Counsel for
Sewage Works Financing. Mr. Cook seconded, motion passed.

Cicero/Jackson Township Plan Commission Report – CJ Taylor –
Permit Revenue: March 2021 = $26,606 YTD: $49,626
March 2020 = $5,929 YTD: $17,552
Difference: Month = $20,677 YTD: $32,074
A total of 46 building permits were issued in March 2021. Thirty-nine were inside the
corporate limits (of which 23 were new homes). A total of seven were issued in Jackson
Township (of which 1 was a new home).
Town Engineer Report – Keith Bryant –
1. Tamarack – Section 3 sewer and water lines are finished. Watermains are to be tested.
Roads passed proof rolling this week. There was a preconstruction meeting concerning
Section 4 last week.
2. I & I Project – No change in status.
Old Business:
1. Test Wells – President Strong distributed a handout and updated the council with the
progress thus far. Afterwards, Mr. Amos made a motion to approve President Strong
to sign the proposal to drill the two additional test sites and approved the additional
costs. Mr. Lutz seconded, motion passed.
2. 7670 E 236th Street – After discussion, Mr. Lutz made a motion to table this. Mr.
Cook seconded, motion passed. President Strong asked Ms. Gary to add this to the
4/15/21 Staff and 4/20/21 Council Agendas.
New Business:
1. Parks Operations Manager –
a. Mr. Lutz made a motion to approve the Operations Manager position. Mr. Amos
seconded, motion passed.
b. Mr. Russell made a motion to approve a full-time status of the Operations
Manager position. Mr. Cook seconded, motion passed.
2. Sports Complex N/R Fund – Mr. Russell made a motion to approve spending the N/R
Fund money for park improvements after review by the committee. Mr. Amos
seconded, motion passed.
3. Parks Updates – Mr. Russell stated that he, President Strong, Ms. Wills, Mr.
Haymaker and the sports group met. The meeting was productive. They plan to have
weekly updates. Their main goal is communication, and their vision is to support the
children of the community.
4. Sweeping Services Agreement – Mr. Amos made a motion for President Strong to
sign the Street Sweeping Services Agreement. Mr. Russell seconded, motion passed.
Miscellaneous:
1. Mr. Chandler – Mr. Chandler had concerns about his water bill and the water
ordinances. The council listened to Mr. Chandler’s concerns and addressed them. In
the end, Ms. Gary is to send him the previous water ordinance.
2. Staff Meeting – Mr. Amos made a motion to move the staff meeting to 4/15/21. Mr.
Russell seconded, motion passed.
3. Mr. McGoff – President Strong and Mr. Lutz met with Mr. McGoff and talked about
some possibilities for grant opportunities for the town.

4. Budget Calendar – President Strong asked the council if the 6/10/21 Staff Meeting
could be a budget meeting as per Ms. Gary’s proposed budget calendar. They agreed.

Motion to Adjourn: Mr. Amos made the motion. Mr. Russell seconded, motion passed.
