TOWN OF CICERO
TOWN COUNCIL MEETING MINUTES
TUESDAY, APRIL 20, 2021 at 7:00 PM
Call to Order: President Strong called the meeting to order and lead the Pledge of Allegiance.
Mr. Taylor gave the prayer. Mr. Strong called for roll call. Members of the Town
Council were present or absent as follows:

Declare a Quorum Present: President Strong declared a quorum present. President Strong also
stated that Mr. Russell has resigned his position on the Cicero Town Council.
Others Present: Rhonda Gary, Clerk Treasurer
Jim Hunter, Police Chief
Lance Overholser, Fire Chief
C.J. Taylor, Cicero/Jackson Township Plan Commission Director
Terry Cooper, Street & Utilities Director
Aaron Culp, Town Attorney
Bruce Freeman, Storm Water Management Board President
Approval of Agenda: Mr. Amos made a motion to open bids for the police vehicles and
approve the agenda as amended. Mr. Lutz seconded, motion passed.
Council opened the bids for the two 2013 Chevy Tahoe police vehicles. Mr. Hubbell submitted
the highest bid on both vehicles. Mr. Amos made a motion to accept both of Mr. Hubbell’s bids.
Mr. Cook seconded, motion passed.
Approval of Prior Minutes:
Town Council Meeting Minutes, April 6, 2021, 7:00 PM
Mr. Lutz made a motion to approve the minutes listed above. Mr. Cook
seconded, motion passed.
Approval of Claims: Mr. Cook made a motion to approve the claims dated 4/20/2021. Mr.
Amos seconded, motion passed.
Council Committee Reports:
1. OTC Report – Nothing.
2. EDC Report – Nothing.
3. SWU Management Board Report – Nothing.
Legal Counsel Report – Aaron Culp: Nothing.
Cicero/Jackson Township Plan Commission Report – CJ Taylor – Nothing.

Town Engineer – Mr. Bryant was not present, but submitted the following report:
1. Tamarack – Section 3: Asphalt base paving is in progress. Watermains are to be tested
following service line installation. b. Section 4: The developer is expected to begin
construction soon. A preconstruction meeting was held on April 1.
2. I & I Project – The contractor, 3D, has completed all work. We have discussed with them
today. They have settled with Duke and have agreed to accept the Town’s prior offer of
50% (agreed upon on December 15, 2020 meeting), if we are still agreeable. We will
prepare a final change order to close out their contract. They will still be required to
provide their contractual warranty responsibilities.
3. 3. West Well Field: Peerless is scheduling the additional test wells in the near future.
Old Business:
1. 7670 E 236th Street – Mr. Amos made a motion to allow connectivity to 7670 E 236th
Street and to allow President Strong to sign the agreement. Mr. Cook seconded,
motion passed.
2. Salt Barn – Mr. Cooper distributed a handout to the council. After discussion, the
council decided to take this under advisement as they would like more information.
New Business: Emergency Declaration – Mr. Amos made a motion to rescind the COVID-19
Emergency Declaration Document. Mr. Lutz seconded, motion passed.
Miscellaneous:
1. Amend 2021 Holiday Schedule – Removed from agenda.
2. Mr. Culp stated that Arbor Homes voluntarily pulled their petition.
Comments by Citizens: Ms. Amy Featherston asked for an update concerning the pool.
President Strong thanked Ms. Featherston for coming to the meeting. He gave some
background information, procedures that are currently happening as well as costs
associated with those procedures. He also stated that there are costs that are unknown
until further testing is completed. President Strong assured Ms. Featherston that the
council is exploring all options concerning the pool. He also said that there will be a
questionnaire on the website and possibly the Town’s Facebook page soon for input from
the public.
Motion to Adjourn: Mr. Lutz made the motion. Mr. Cook seconded, motion passed.
