TOWN OF CICERO TOWN COUNCIL MEETING MINUTES WEDNESDAY, MAY 05, 2021 at 7:00 PM Call to Order: President Strong called the meeting to order and lead the Pledge of Allegiance. Mr. Taylor gave the prayer. Mr. Strong called for roll call. Members of the Town Council were present or absent as follows: Present: Chad Amos Absent: Chad Blueher Jerry Cook Chris Lutz Dan Strong Declare a Quorum Present: President Strong declared a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Jim Hunter, Police Chief C.J. Taylor, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Aaron Culp, Town Attorney Keith Bryant, Town Engineer Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Cook made a motion to approve the agenda as amended. Mr. Amos seconded, motion passed. Approval of Prior Minutes: Town Council Staff Meeting Minutes, April 15, 2021, 7:00 PM Town Council Executive Session Memorandum, April 20, 2021, 5:30 PM Town Council Meeting Minutes, April 20, 2021, 7:00 PM Mr. Amos made a motion to approve the minutes listed above. Mr. Cook seconded, motion passed. Approval of Claims: Mr. Lutz made a motion to approve the claims dated 5/05/2021. Mr. Amos seconded, motion passed. Council Committee Reports: 1. OTC Report – Nothing 2. EDC Report – Mr. Lutz stated that the EDC is meeting tonight and that Mr. Amos is stepping into that role. 3. SWU Management Board Report – Mr. Freeman had nothing, but said that the SWU plans to meet soon to address the stormwater issues. Legal Counsel Report – Aaron Culp: Nothing at this time. Cicero/Jackson Township Plan Commission Report – CJ Taylor – 1  Permit Revenue: April 2021 = $16,240 YTD: $65,866 April 2020 = $8,237 YTD: $25,789 Difference: Month = $8,003 YTD: $40,077 A total of 36 building permits were issued for April 2021. Twenty-four were inside the corporate limits (of which nine were new homes). A total of 12 permits were issued in Jackson Township (of which one was a new home). Thursday, April 15th was Mr. Cirner’s last day with the Plan Commission. The Administrative Assistant Position has been advertised; however, no applications have been received at this time. Town Engineer Report – Keith Bryant – 1. Tamarack – Section 3 water services have been installed. Section 4 is underway and is about 6-8 weeks out for utility work. 2. I & I Project – Mr. Bryant distributed Change Order 3. He suggested that the town consider Duke Energy’s proposal. Mr. Amos made a motion to approve Change Order 3 and allow President Strong to sign. Mr. Cook seconded, motion passed. 3. WW – Mr. Bryant stated that he is working with vendors. He’s hoping to move ahead with the hard design and wrap up estimate in the near future for the proposed wastewater treatment plant. Old Business: 1. Boat Update – Chief Hunter updated the council concerning the status of the new boat. Mr. Amos made the motion to approve the letter from Mr. Culp and allow President Strong to sign. Mr. Cook seconded, motion passed. Mr. Amos made a motion to declare the old boat worthless and donate it to the school. Mr. Blueher seconded, motion passed. 2. Pool Update – President Strong discussed his findings to include leak tests, skimmer issues as well as the cost to repair and stabilize the pool. In the end, Mr. Amos made a motion to not repair the pool at $134,000.00 and consider it closed. Mr. Cook seconded, motion passed. 3. Test Wells – President Strong stated that they are looking for new property for well sites as four of the five potential well sites that were tested were not very promising. New Business: 1. Mike Berry – Mr. Berry presented to the council his concerns for reaching the walking path. He had a presentation complete with photos to illustrate the issues he was addressing. Mr. Culp shared his concerns from a liability and safety standpoint. After a lengthy conversation, Mr. Amos made a motion to table the discussion. Mr. Cook seconded, motion passed. 2. Parks – a. Rules and Regulations – Mr. Amos presented the rules and regulations for the Cicero Marina and received some feedback. Once the proposed changes are made, he will bring them back to the council for review. b. Parks Superintendent – The parks superintendent has resigned effective 5/19/21. 2 Miscellaneous: Mr. Amos asked Mr. Blueher to give the town some background information about himself. Mr. Blueher talked about his family and his involvement in the Cicero community. Comments by Citizens: There were none. Motion to Adjourn: Mr. Blueher made the motion.
