TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, MAY 18, 2021 at 7:00 PM Call to Order: President Strong called the meeting to order and lead the Pledge of Allegiance. Mr. Taylor gave the prayer. Mr. Strong called for roll call. Members of the Town Council were present or absent as follows: Present: Chad Amos Absent: Chad Blueher Jerry Cook Chris Lutz Dan Strong Declare a Quorum Present: President Strong declared a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Jim Hunter, Police Chief C.J. Taylor, Cicero/Jackson Township Plan Commission Director Aaron Culp, Town Attorney Keith Bryant, Town Engineer Bruce Freeman, Storm Water Management Board President Council opened the bid for the 2014 Chevy Tahoe police vehicle. Pendleton Pike Auto Sales submitted the only bid which exceeded the minimum bid. Mr. Cook made a motion to accept Pendleton Pike Auto Sales bid. Mr. Lutz seconded, motion passed. Approval of Agenda: Mr. Cook made a motion to approve the agenda. Mr. Blueher seconded, motion passed. Approval of Prior Minutes: Town Council Meeting Minutes, May 05, 2021, 7:00 PM Mr. Lutz made a motion to approve the minutes listed above. Mr. Amos seconded, motion passed. Approval of Claims: Mr. Lutz made a motion to approve the claims dated 5/18/2021. Mr. Blueher seconded, motion passed. Council Committee Reports: 1. OTC Report – Nothing at this time. 2. EDC Report – Nothing at this time. 3. SWU Management Board Report – Mr. Freeman stated that he had nothing to report, but plans to meet with Ms. Gary next week to discuss the 2022 budget. Legal Counsel Report – Aaron Culp: Nothing at this time. Cicero/Jackson Township Plan Commission Report – CJ Taylor – Nothing at this time. 1 Town Engineer Report – Keith Bryant – 1. Tamarack – Mr. Bryant stated that they are nearly finished with Section 3. They are also moving earth on Section 4 when it’s not raining. In addition, Section 1 of Auburn Estates will be moving ahead soon. 2. Water Treatment & Wastewater Treatment Project – Mr. Bryant said that they continue to evaluate equipment and processes so they can move forward with the wastewater plant soon. He hopes to do one more site visit with the town personnel. The new water plant is contingent on the successful location of a productive well site. A meeting with the geologist at Peerless Midwest is to be scheduled to discuss the next site options. Old Business: 1. Mike Berry was present to hear the council’s decision concerning his request for access to the walking trail along Stringtown Pike. Mr. Berry posed additional concerns and questions as well. Ms. Amy Hoover echoed Mr. Berry’s concerns. The council and Mr. Culp discussed several issues to include liability, other options or ideas, ADA compliance and financing. The council then addressed Mr. Berry’s additional concerns and questions. In the end, the council’s consensus was that they are not in favor of creating an access point at this time. The council thanked Mr. Berry for bringing this to the town’s attention as well as his commitment and contribution to our community. New Business: 1. Parks – Rules and Regulations – Mr. Amos made a motion to adopt the Rules and Regulations for Red Bridge Marina. Mr. Blueher seconded, motion passed. Mr. Lutz thanked Mr. Amos for working on the Rules and Regulations. 2. Parks – Mr. Amos made a motion to appoint Chief Hunter the new Parks Superintendent effective 6/1/21. Mr. Lutz seconded, motion passed. 3. Police – Mr. Amos made a motion to appoint Major Rednour the new Cicero Police Chief. Mr. Cook seconded, motion passed. 4. Temporary Parks Position – Not needed. Miscellaneous: Chief Hunter thanked the council for the opportunity to serve as the new Parks Superintendent. He also assured the new chief that he will be available and happy to assist in the transition. Comments by Citizens: There were none. Motion to Adjourn: Mr. Amos made the motion.
