TOWN OF CICERO
TOWN COUNCIL MEETING MINUTES
TUESDAY, JUNE 15, 2021 at 7:00 PM
Call to Order: President Strong called the meeting to order and lead the Pledge of Allegiance.
Mr. Taylor gave the prayer. Mr. Strong called for roll call. Members of the Cicero Town
Council were present or absent as follows:

Declare a Quorum Present: President Strong declared a quorum present.

Open Bid for Surplus Vehicle –
Council opened the bids for the 2016 Ford Explorer police vehicle. Bids were:
Randall Hubbell - $11,412.25
Carol Stapleton - $10,525.00
Bayridge Motors, Inc - $8,000.00
Pendleton Pike Auto Sales - $12,500.00
Mr. Amos made a motion to accept the bid from Pendleton Pike Auto Sales. Mr. Blueher
seconded, motion passed.
Approval of Agenda: Mr. Lutz made a motion to approve the agenda as amended. Mr. Cook
seconded, motion passed.
Approval of Prior Minutes:
Town Council Meeting Minutes, June 1, 2021, 7:00 PM
Mr. Blueher made a motion to approve the minutes listed above. Mr. Amos
seconded, motion passed.
Approval of Claims: Mr. Amos made a motion to approve the claims dated 6/15/21. Mr. Lutz
seconded, motion passed.

Council Committee Reports:
1. OTC Report – Dea Holt and Dagny Zupin distributed a handout and pitched to the
council a project that they have in the works. After discussion, President Strong
suggested that OTC have a meeting with public safety and then bring it back to the
council. Mr. Culp asked if they could put their design on a map for better clarification.
President Strong said that in addition to public safety OTC might want to contact the
Planning Director, Mr. Taylor. Mr. Lutz asked if they could send their proposal to the
council prior to the meeting for review by the council.
2. EDC Report – Mr. Amos met with the EDC briefly last week. The EDC plans to meet
with Mr. Holiday in the near future to discuss economic development as well as an
understanding of the town’s direction in the past.
3. SWU Management Board Report – President Freeman stated that they have no new
projects at this time. He also stated that the rain barrels have been painted for the July 4th
silent auction.
Legal Counsel Report – Mr. Culp stated that he emailed the council proposed agreements for
the UTC and the Cicero Sports Complex Concessions for their review. He would like to
have their comments prior to and vote on the agreements at the next meeting.
Cicero/Jackson Township Plan Commission Report – Mr. Taylor had nothing to present.
Town Engineer Report – Keith Bryant –
1. Tamarack – Mr. Bryant stated that they are assembling a punch list for Sections 1 & 2. In
Section 3 they have finished testing and everything looks good. They are moving dirt in
Section 4.
2. I & I Project – Mr. Amos made a motion to approve and allow President Strong to sign
the project final pay application #12. Mr. Blueher seconded, motion passed.
3. Auburn Estates – Mr. Bryant stated that Auburn Estates is moving dirt and they have
started on the sanitary sewer.
Old Business: There was none.
New Business:
1. Hamilton Heights Middle School (HHMS) Mural Project – Ms. Goodman and several
of her Art Club students were present to request painting a mural on the west side of
Hair Happenings by Robin. Ms. Goodman distributed a handout to the council,
which displayed a mural, as well as other previously completed paint projects. The
council had lots of positive feedback and in the end agreed to allow for the project.
Ms. Goodman stated that they have received a grant for the paint brushes and the
paint will be donated. Mr. Lutz thanked Ms. Goodman.
2. New Hire – Chief Rednour stated that he met with the Police Commission on 6/14/21
in regard to hiring two new police officers pending Perf Physicals and Psychological
Evaluations. The council had no objections He also informed council of the
promotions within the Cicero Police Department which are: D Grishaw to Major, D
Nygaard to Capitan and E Hodson to Sergeant.
3. BerryComm – Mr. Lamberg presented to the council bringing fiberoptics to Cicero.
He gave a brief history about BerryComm and went on to talk about location and

benefits of fiberoptics to the Town of Cicero. The council had many questions
concerning appraisals, surveys, costs involved for the town, legal ramifications,
infrastructure issues, timeline, etc. Mr. Lamberg addressed each of them. In the end,
the council’s consensus was unanimous that they would like for Mr. Lamberg to
proceed with this project; however, this is pending an agreement prepared by Mr.
Culp.
4. Sowers Sealcoating – President Strong presented a bid from Sowers Sealcoating to
seal the parking lot at 331 E Jackson Street. Mr. Cook made a motion to accept and
approve the bid in the amount of $2710.00. Mr. Amos seconded, motion passed.
5. Cicero Redevelopment Commission (CRC) – President Strong appointed Mr. Blueher
to the CRC.
Miscellaneous: President Strong stated that there will be a special meeting at Red Bridge on
6/21/21 to discuss the 2022 budget.
Comments by Citizens: There were none.
Motion to Adjourn: Mr. Lutz made the motion. Mr. Blueher seconded, motion passed.
